2020 Self-Determination Conference

The Wisconsin Board for People with Development Disabilities (WBPDD) announced that the 2020 Self-Determination Conference will be virtual in October. There still will be opportunities to participate in the things we all enjoy such as attend sessions led by self-advocates, have chances to obtain get information from exhibitors, shop at a virtual micro-business store, have time to chat with friends, and much more. In this time of uncertainty, the WBPDD and its sponsors understand people maybe struggling. In hopes of easing the burden, registration for the conference will be free for everyone this year! Stay tuned for more information about registration in the coming weeks, but, until then, we invite you to listen to the popular self-determination song that's played at the conference every year. Peter Leddy changed the words a little bit. We hope you enjoy it!

The Self-Determination Channel is a YouTube channel by and for people with developmental or intellectual disabilities. Unlike other channels, the Self-Determination Channel stands stand out from other channels on YouTube because self-advocates host the videos, and decide and create the content.

Videos are posted a couple times a month on a variety of topics self-advocates care about such as technology, employment, caregivers, independent living, and advocacy. This month, we're introducing something a little different. One of the hosts on the Channel, Stacy, is going to do a vlog (which is a video blog) about her experiences living with a disability. We hope that you may be able to relate to some of the things she shares. We encourage you to share your own experiences and thoughts in the comments below the video.

  • Coronavirus Heightens Caregiver Shortage:   For people with disabilities who are reliant on other people to assist them with all of their basic needs, the virus has brought some additional challenges. Read about some of the issues people are facing.
  • House Approves Payment for People with Disabilities:  A new round of stimulus checks for people with disabilities and billions for home- and community-based services are part of a $3 trillion relief bill that faces an uncertain future.Learn more about this bill. 
  • Guidelines for Voc Rehab Services:  New guidance from the feds suggest that Vocational Rehabilitation agencies can continue providing services during the pandemic, but adjustments will be needed. Find out what is being done to keep people safe. 
  • Wheelchair Accessibility Feature:  Google Maps now has a feature that indicates whether or not a place is wheelchair accessible.Learn how it works. 
  • Be Inspired:  Two self-advocates are on an unique mission to raise awareness for people with disabilities. Read about what they're doing. 
  • Self-direction Model Becoming More Popular:  With the pandemic, living in a facility setting has become much more dangerous. Read about why people are choosing the Self-direction model more and more these days. 
  • Website Accessibility Not a Priority:  According to a recent study, most organizations don't do accessibility testing on their website. Learn what else the study found. 
  • Increase the Affordable Care Act: The Coronavirus has resulted in job loses or income changes, which has had an effect on health care. Learn why many people feel that Congress should pass a law--or laws--that would increase access to health insurance through the marketplace created by the Affordable Care Act.
  • Online Disability History Exhibit:  The Smithsonian put together an online exhibit about the history of disability in the United States. Find out what it includes.
  • Resource for Job Seekers:  Finding employment is hard for everyone right now. Learn about a helpful resource for job seekers with disabilities.
  • Positives During a Pandemic:  The pandemic has caused havoc across the world, but it has also brought out some positives for people with disabilities. Learn about going virtual has been a huge positive for students with disabilities at one Milwaukee theater. 
  • Hospital Visitor Policies:  When the pandemic hit, hospitals quickly no visitors policies into effect. Often, people with disabilities rely on support from family and friends to effectively communicate with medical staff.  Read about what laws allow people with disabilities to have attendants in the hospital to assist them.

Take five minutes to check out what's happening on the Self-Determination Network:

  • Watch:  For people with disabilities, COVID-19 is especially dangerous.  This short documentary talks about some of issues people with disabilities are facing.
  • Technology Grant Opportunities:  The Administration for Community Living has opened up two grant opportunities on technology to promote independence and community living and employment research.   These opportunities close May 26th. 
  • The Importance of Website Accessibility:  Website accessibility is a must these days.  Read about why website accessibility is so important especially during a pandemic.
  • Effects of the Virus:  The Coronavirus has shaken the world to its core. People with disabilities are facing the same issues as everyone else are, but they have additional concerns. Read about some of the challenges they are facing. 
  • Lifespan Respite Care Program Funding Opportunities: The Administration for Community Living has two grant opportunities for funding Lifespan Respite Care Programs. Learn about these opportunities. 
  • CARES Act:  In March,  the President signed the Coronavirus Aid, Relief and Economic Security Act, or CARES Act, into law.  Read what it entails for people with disabilities.
  • Can't Deny Care:  During this time of uncertainty and crisis, there have been reports of health care providers in some states discriminating against people with disabilities. The feds issues a statement saying it's illegal to do so. Find out what laws protect this.
  • Popular Documentary:  A new documentary on Netflix produced by the Obamas is a popular in the disability community. Find Learn what it's about.
  • Accessible Airline Seats:  Air travel for people with disabilities continues to cause a variety of issues. A company in Colorado has developed a prototype of a plane where individuals can take their own wheelchairs onto the plane.  Read about what needs to happen to get these seats on planes. 
  • Rail Vehicle Guidelines:  In February, the US Access Board proposed updates to the ADA Accessibility Guidelines for Transportation Vehicles that apply to rail cars. Public comment on these recommendations is open through July 14th.
  • Help and Be Helped:  As we continue coming together to support people with disabilities through the COVID 19 Crisis in Wisconsin, we must look for creative ways to meet the changing needs of this new normal. Check out this list of resources a workgroup put together. 
  • Annual Report:  The Administration for Community Living recently released Annual Report on Centers for Independent Living. Find out what it includes. 
  • Electronic Visit Verification Video:  The Wisconsin Department of Health Services has released an informational video about Electronic Visit Verification.  Learn how the system will work. 
  • Pandemic Brings Hope for an Employment Accommodation:  Working from home has become the new norm for many people during this pandemic. Read about how people with disabilities are hoping that this will show employers that this is a reasonable accommodation in many circumstances. 
  • Unique Worries:  For some people with disabilities, social distancing is literally not possible  Learn why some people with disabilities are at even at greater risk of contracting the virus. 
  • Guidance on Accessible Restrooms and Drinking Fountains:  The U.S. Access Board has released technical bulletins on accessibility to restrooms, bathing facilities, and drinking fountains.   Learn what the technical bulletins explain.

"Social distancing. Mitigation. Isolation. Safer—at—Home orders. Terms such as these didn’t have much meaning to most people until the beginning of March. Now, thanks to COVID 19, such vocabulary has become the new norm in today’s society. For most people with disabilities, a pandemic of this magnitude often brings on some unique challenges."  In April's entry, Stacy discusses the some of the challenges that she has encountered during this pandemic. What unique challenges have you faced during this time?

"I think this quarantine will bring out some positive aspects for people with disabilities."  In this month's entry, Stacy talks about finding silver lining during this pandemic. What silver linings have you found? We encourage you to share your thoughts and experiences as well.

Disability Advocacy Day is CANCELED!

Disability Advocacy Day is canceled for this year due to concerns about containing the spread of Coronavirus. The Wisconsin Department of Health Services is recommending that large meetings and gatherings be canceled or held remotely as a strategy to slow the spread of the virus in Wisconsin.  Keep an eye on the InControl Wisconsin Facebook page for updates.

"It’s Friday night and it’s been a long week. Some friends are meeting up for dinner and invited you to join. Without knowing or caring where, you accept the invite. You’re excited to kick back and relax. You get ready to go and you text a friend asking where they are meeting. The friend responds with the name of a popular restaurant in town. Suddenly, you cringe and rethink your decision to go out. The place they chose is definitely a really cool and fun place; however, accessibility is less than ideal."  In this month's entry, Stacy discusses the accessibility of restaurants. Do you find restaurants vary in terms of accessibility? What are some of the experiences you've had?

  • Respite Bill Moves Forward:  Legislators are planning to expand federal funding to support respite care for families of those with special needs. Learn how much money is being  allocated for the program. 
  • Public Comment open on Proposed Rules for Aircraft Accessibility and Service Animals:  The Department of Transportation (DOT) has issued two proposed rules for public comment on air travel and accessibility for passenger with disabilities. Find out what they are. Public comment due April 16th. 
  • New Non-Emergency Medical Transportation Contract Awarded:  The Department of Health Services awarded a new contract for non-emergency medical transportation to a new company.   Learn which company got the contract.
  • Transportation Grant Opportunity:  The National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) at ACL has opened a new funding opportunity for the Rehabilitation Engineering and Research Centers (RERC) Program on Physical Access and Transportation.  This grant opportunity closes on April 28th. 
  • People Helping People:  Art is becoming more and more popular among people with disabilities.  Read this cool story about how a sculptor with challenges of his own is helping others be creative regardless of their limitations.   
  •  Supporting Family Caregivers:   As the aging population continues to grow, the concern over the caregiver crisis increases. Learn about how a roundtable discussion created an opportunity for people to share their stories with leaders.

Hurry! Disability Advocacy Day Registration Ends Soon!

Register now for Disability Advocacy Day!  Join fellow advocates on Tuesday March 24th in Madison to let your voice be heard.  Disability Advocacy Day is designed to connect you with your legislators so you can talk about issues that matter to you. You are the expert in sharing how legislative policies affect people with disabilities in their everyday lives. The day starts with a briefing of issues you and your fellow constituents want to discuss with your legislators and after lunch the whole group heads to the capitol for their legislative meetings.  Registration closes soon.  Register today!

"Normalcy is something we all crave and strive for. That said, definitions of “normal” widely vary. Unless referring to something static like temperature, the word usually can be used pretty loosely. While we all have our own unique definitions, society has its own that many people continue to strive for!"  In this month's entry, Stacy discusses the fantasy of being "normal." It can be a pretty controversial topic in the disability community. How do you feel about it?

  • Proposed Bill for Standing Wheelchairs:  Standing wheelchairs are pricey, but they are beneficial to people who use them in more than one way. Find out why a Wisconsin legislator proposed a bill that would force BadgerCare to pay for standing wheelchairs. 
  • Volunteer Program Proposals: Community Care Corps seeks proposals for innovative local models in which volunteers assist family caregivers or directly help older adults or adults with disabilities with non-medical assistance in order to maintain their independence.  Proposals due April 3rd.
  • The Power of Robots: Two schools have teamed up to create a light weight robot to help elderly people and people with disabilities be able to stand and walk unassisted. Read more about this amazing invention. 
  • New Technology:  People with visual impairments can now see television programs thanks to new technology. Learn about how this works. 
  • Feedback Needed:  Recent data shows many families don't know they're eligible for long-term care supports.   Take this survey to help determine if Family Navigators world be helpful. 
  • Youth Leadership Forum:  Do you know a high school student with a disability who is a leader or a budding advocate? If so, please refer them to the Wisconsin Youth Leadership Forum (YLF)!  Applications due April 1st.
  • Grant Opportunities: The National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) at ACL has opened several funding opportunities for the Disability and Rehabilitation Research Projects (DRRP) on Community Living and Participation (both Research and Development), Health and Function (both Research and Development), and Projects for Translating the Findings and Products of Disability Rehabilitation Research and Development into Practice.  Applications due March 23rd. 
  • 2020 Census:  Responses to this year's census will shape our future. Read about how there are multiple accessibility options to help people participate in the Census. 
  • Facilities Accessibility App:  Accessibility continue to be an issue at many commercial and institutional facilities across the country. Find out how students at UW Milwaukee are developing an app where people can rank businesses based on accessibility. 
  • Service Animal Report:   A survey was done on the treatment and inquiries from businesses regarding the presence of service animals. Read what the surveys revealed. 
  • NBA Star Brings Awareness to Mental Health: A first-first-round draft pick is bringing awareness to mental health by sharing his story. Read about how he used his fame to educate others.

ACTION ALERT:  New Wisconsin ABLE Legislation Could Help More People With Disabilities Save for the Future

ABLE (Achieving a Better Life Experience) accounts are a great new way for people with disabilities (or families on their behalf) to save money without harming their eligibility for important benefits like Medicaid or Social Security. Unfortunately, many Wisconsin residents don’t even know about ABLE or how to set up an account. That’s because Wisconsin is one of just 9 states that does not to operate or market an ABLE program.

Bi-partisan legislators have just introduced an ABLE bill that would require the state Department of Financial Institutions to start an ABLE program. This will increase awareness about ABLE as a savings tool so people with disabilities and their families feel more secure about earning and saving more money in an ABLE account to put toward important extra expenses like transportation, housing or other support needs.

If you think Wisconsin should join the other 41 states with ABLE programs and make sure state residents with disabilities and their families know about ABLE here’s what you can do:

  • Contact your State Assembly Representative and State Senator TODAY and ask them to support LRB-3165 and LRB-5380 – the ABLE bill!
  • Go to Who are My Legislators to find your rep’s contact information.
  • Contact your representatives by January 24TH

  • Free Resource:  Check out the ABLE Employer Toolkit recently released by the ABLE National Resource Center.
  • Help Shape the Future of the ADA:  This year is the 30th anniversary of the Americans with Disabilities Act (ADA)!  Help form the future of it by taking a survey. 
  • Feedback Needed:  The national Recognize, Assist, Include, Support and Engage Family Caregivers Act (the RAISE Act) became law in January 2018. It requires the Department of Health and Human Services (HHS) to develop and maintain a national strategy to recognize and support family caregivers, and to organize an Advisory Council to make recommendations.  Comments due February 7th.
  • Members Needed:  The Assistive Technology Advisory Council is seeking new members to fill vacancies on their roster. Learn about the qualifications and consider applying.
  • Winter Fun:  Wisconsin has a lot to offer in the winter, but not everyone can take advantage of it. Read about how three organizations want to change that. 
  • Feedback Wanted on Airplane Restroom Accessibility: The U.S. Department of Transportation (DOT) seeks public comments on a new proposed rule to improve restroom access for passengers with disabilities on single-aisle aircraft with 125 or more seats. Comments due by March 2nd.
  • Changes to Social Security Could Put Beneficiaries with Disabilities at Risk: A proposed change to federal disability assistance would result in millions more case reviews, likely cutting off many recipients with disabilities if the changes are made.  Read about the proposed change.
  • Program Extended:  For the fourth time in a year, lawmakers voted to keep alive a program that moves people with disabilities from institutions into the community, but its long-term fate remains in jeopardy.  Find out why.

During a Hot Topics session at the Self-Determination Conference, InControl Wisconsin board members Lynn Breedlove, Patti Becker, and Kate Norby facilitated a great discussion about self-determination and self-direction.  People were asked to write down questions about self-direction.  We've compiled them and we encourage people to share their thoughts.  We can all learn by sharing our thoughts and ideas with each other.  Join the discussion!

The Self-Determination Channel is a YouTube channel by and for people with developmental or intellectual disabilities. Unlike other channels, the Self-Determination Channel stands stand out from other channels on YouTube because self-advocates host the videos, and decide and create the content.

The theme of the channel is: Self-Determination is Empowerment. It’s a place where self-advocates can be seen and heard, connect with others, and mentor each other. The hope is that the channel can be used as a teaching tool and show examples of what is possible.

Videos are posted weekly on a variety of topics self-advocates care about such as technology, employment, caregivers, independent living, and advocacy.

2020 Disability Advocacy Day

It's a day designed to connect you with your legislators so you can talk about issues that matter to you. "Can you imagine your life without a computer? Most people now literally spend hours and hours a day on a computer. Although computers can open many great opportunities for people with disabilities, accessing them can often present many challenges."  In November's entry, Stacy discussed how the way she accesses the computer has changed over the years and how new technology she recently got may replace her keyboard in the future.


"The holiday season brings on different kinds of emotions for everyone. There are many different ways to deal with these."  In this month entry, Stacy talks about how the holiday season can bring on a mixed bag of emotions for many people. She opens up about some of her personal emotions and discuses how she tries to deal with them.  Do you sometimes have a hard time during the holidays? What helps you get through it?

  • Wheelchairs on Aircraft: There have been countless challenges with airline accessibility in recent years. Read about a study that the U.S. Access Board doing to assess the feasibility of equipping aircraft with restraint systems so that passengers can remain in their wheelchairs on flights. 
  • Achieving Health Equality:  When it comes to understanding the lives and health experiences of people with IDD, there is still a lot we do not know.   Two reports were developed to address the gap.  Learn what these reports include.
  • Cross-cultural Resources for the Direct Care Workforce:  Nearly half of all individuals dually eligible for Medicare and Medicaid receive help with personal care, such as bathing, dressing, managing medication, and other long-term services and support.  Check out  these resource briefs developed to help providers meet the cultural needs and preferences of dually eligible individuals.
  • Transportation Grant Opportunity:  The Federal Transit Administration has announced the Mobility for All Pilot Program.  This grant program will fund projects that enhance transportation connections to jobs, education, and health services for older adults, people with disabilities, and people with low income.  Applications due January 6th.
  • The Impact of Climate Change:  Climate change effects everyone, but some say the disability community is the most vulnerable to things such as wildfires, hurricanes and air pollution.  Learn what people think could be done to help.
  • Voting Barriers:  Every adult should be able to vote, but various barriers continue to prevent people with disabilities from doing so.  Find out what advocacy groups are doing to address these issues.
  • Hate Crimes on the Rise:  Recently released data indicates that hate crime incidents targeting people with disabilities are on the rise.  Read about the specifics.
  • Roommate Matching Service:  An online service that's believed to be the first of its kind is helping people with developmental disabilities find compatible roommates and settle into homes independent from their families. Learn how this service works.
  • Record High Representation: More characters with disabilities are set to appear on prime-time TV this season than ever before. Read about how while this is great news, people with disabilities are still way underrepresented on TV.
  • New Law Helps Voters with Disabilities:  Governor Evers recently signed a bill into law  that removes the requirement for people who are unable to say their name and address because of a disability.  Learn what's now accepted.
  • State Receives Funding for Housing:  It was recently announced that Wisconsin will get more than one million dollars to provide people with disabilities affordable housing.  Find out how the money will be used.

“Scotland Reports” from Lynn Breedlove

In early August, Lynn Breedlove represented In Control Wisconsin at an International Disability Congress in Glasgow, Scotland. He presented highlights of his paper entitled “Self-Direction Worldwide: Contrasting Beliefs and Their Impact on Practice” and attended several workshops focused on self-direction. He was the U.S. representative in a half-day brainstorm with self-direction advocates from 9 countries focused on the current state of self-direction around the world.  He is writing a series of articles for the SD Network about what he learned.  Today, we are pleased to share the second in his series.  Join the conversation: Please share comments, and thoughts with one another using the network.

  • Public Comment on Guidelines for Onboard Wheelchairs:  The U.S. Access Board has released for public comment advisory guidelines for wheelchairs used on commercial passenger aircraft during flight.  Comments due October 21st.  Let your voice be heard!
  • Federal Program Extended: For the third time this year, additional funding will keep alive a federal program that moves individuals with disabilities from institutions into the community. Find out how this money will help, but why advocates are concerned.
  • Delay of Electronic Verification Visit: The Wisconsin Department of Health Services has been granted an extension which pushes the Electronic Visit  Verification (EVV) implementation date back into 2020.  Learn what EVV is about.
  • Exercise and Fitness for All Act: Three U.S. Senators have introduced “The Exercise and Fitness For All Act” to improve access to fitness equipment and classes for people with disabilities.  Read about what this bill would include.
  • Assistive Technology Brief:  The Administration for Community Living (ACL) has released a new Issue Brief on Assistive Technology. Learn what the brief includes.
  • Assistive Robots:  Assistive robots are growing in popularity.   Read about how they are helping people with disabilities be more independent.  
  • Emergency Preparedness:  Emergency preparation is important for everyone. However, older adults and people with disabilities often face additional challenges during emergencies.  Learn about some things to consider when creating a emergency plan.

Do you know someone who goes above and beyond to improve community supports for individuals with disabilities?  Do they support self-determination?  Nominate them for a Diehard Award!  A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. "The events of the last month have been a whirlwind. I find myself trying to find a sweet spot between wanting to do all I can to advocate for people with all disabilities, but yet wanting to be as socially “normal” as I can. At times, it’s challenging to find the right balance, but I wouldn’t trade either for the world."

  • Family Caregiver Characteristics: The Administration for Community Living released a data profile using data from the Caregiver Outcome Evaluation Study of the National Family Caregiver Support Program which examines characteristics of caregivers including age, relationship to care recipient, level of caregiving intensity, and use of NFCSP services.  Find out what the study found.
  • State Budget Impact:  The state budget passed by the legislature and approved by the Governor will fund state programs for the next two years. Read the Survival Coalition's summary.
  • Inclusive Emojis: An updated collection of emojis intended to be more inclusive and diverse was released.  Learn what new things are included.
  • Housing Assistance Funding: Federal officials announced that they plan to set aside millions of dollars to help people with disabilities access housing in the community. Find out what the funding Will help with.
  • Accessible Homes:  For people with disabilities, house  hunting can be very frustrating. Read about the push to make all homes more accessible.
  • Employment First Partner Grants:  The Wisconsin Board for People with Developmental Disabilities is seeking up to eight organizations to engage in community outreach activities that lead to increased community, integrated employment for people with intellectual and developmental disabilities. Applications are due August 30th.
  • Self-Advocate Leaders Needed:  People First Wisconsin is seeking applications from eight people with intellectual/developmental disabilities to become Self-Advocate Leaders for the Wisconsin Board for People with Developmental Disabilities’ Model Approaches to Living Well grant project. Learn more and apply today! 
  • Partners in Policymaking:  Wisconsin Partners in Policymaking is a six‐session advocacy and systems change training program designed to develop a group of future leaders across the state who are able to work with legislators and communities on policies and initiatives that will support the full participation and inclusion of people with developmental disabilities in all aspects of life. Applications for Fall are due September 1st.
  • New MCOs for Family Care: The Wisconsin Department of Health Services recently announced New managed care organizations (MCOs) have been selected to provide the Family Care program in some counties in Wisconsin beginning next year.  Learn about the change.
  • PIP and YiPPE Trainings: Transition Parents in Partnership (PIP) and Youth in Partnership with Parents for Empowerment (YiPPE) Trainings for 2020-2021 are now open for registration. Find out more about these great programs and register today!

Let's Talk about Self-Direction!

InControl Wisconsin Board member Lynn Breedlove has written a paper entitled, "Self-Direction Worldwide: Contrasting Beliefs and their Impact on Practice", which reviews the evolution of self-direction over the last 25 years, and the variety of self-direction definitions, values, and practices around the world.  He will present the paper at an international  Disability Congress in Scotland in August. Take five minutes to check out what's happening on the Self-Determination Network:

  • New Technology:  Technology continues to evolve.  Learn about a new service that allows people to control the television with their eyes. 
  • ABLE Accounts Off to a Slow Start:  Viability of the ABLE account program is in question as far fewer people have opened accounts than expected.  Find out how many accounts need to be opened by 2021 in order to sustain the program.
  • Comment Period for Nondiscrimination Rule: The U.S. Department of Health and Human Services (HHS) has issued a proposed rule to revise regulations implementing and enforcing Section 1557 of the Affordable Care Act (ACA). Section 1557 prohibits discrimination on the basis of race, color, national origin, sex, age, or disability in certain health programs or activities.  People can submit comments on this until August 13th.
  • Access to Fitness Equipment:  Recently,a bill was introduced in the Senate to improve access to fitness facilities for people with disabilities.  Read about what this bill would ensure.
  • New Law Helps Deaf Community: In June, a bill was passed in Wisconsin that gives the Deaf community more assistance.  Find out what this bill does.
  • Supported Decision Making Grant:  The Administration for Community Living seeks to support the planning of future state-based collaborative projects to make progress in strategies and facilitate decisional supports for all adults. The purpose of these planning grants is to develop action plans for advancing strategies that will ensure self-determination of older adults and adults with intellectual and developmental disabilities through the use of a full range of decisional supports. The grant opportunity closes August 19th.
  • Transition Grants for People with Disabilities from Minority Backgrounds: The National Institute on Disability, Independent Living, and Rehabilitation Research announced funding opportunities for new Disability and Rehabilitation Research Projects on Independent Living Transition Services for Youth and Young Adults with Significant Disabilities from Minority Backgrounds.  Find out more about these grants.
  • Disability Inclusion Award:  The Department of Labor announced a new award program for federal contractors.  Learn more about the award.
