“Scotland Reports” from Lynn Breedlove

In early August, Lynn Breedlove represented In Control Wisconsin at an International Disability Congress in Glasgow, Scotland. He presented highlights of his paper entitled “Self-Direction Worldwide: Contrasting Beliefs and Their Impact on Practice” and attended several workshops focused on self-direction. He was the U.S. representative in a half-day brainstorm with self-direction advocates from 9 countries focused on the current state of self-direction around the world.  He is writing a series of articles for the SD Network about what he learned.  Today, we are pleased to share the second in his series.  Join the conversation: Please share comments, and thoughts with one another using the network.

"Many people my age have friends from moms’ groups, friends from their kids’ activities, friends from a volleyball league or other activities. While I’ll probably never friends from situations such as those, I’m incredibly fortunate to be friends with so many people who made such a profound impact on my life. It really does take a village, and I’m truly blessed to have an outstanding village of people who continue to support me! "

  • Public Comment on Guidelines for Onboard Wheelchairs:  The U.S. Access Board has released for public comment advisory guidelines for wheelchairs used on commercial passenger aircraft during flight.  Comments due October 21st.  Let your voice be heard!
  • Federal Program Extended: For the third time this year, additional funding will keep alive a federal program that moves individuals with disabilities from institutions into the community. Find out how this money will help, but why advocates are concerned.
  • Delay of Electronic Verification Visit: The Wisconsin Department of Health Services has been granted an extension which pushes the Electronic Visit  Verification (EVV) implementation date back into 2020.  Learn what EVV is about.
  • Exercise and Fitness for All Act: Three U.S. Senators have introduced “The Exercise and Fitness For All Act” to improve access to fitness equipment and classes for people with disabilities.  Read about what this bill would include.
  • Assistive Technology Brief:  The Administration for Community Living (ACL) has released a new Issue Brief on Assistive Technology. Learn what the brief includes.
  • Assistive Robots:  Assistive robots are growing in popularity.   Read about how they are helping people with disabilities be more independent.  
  • Emergency Preparedness:  Emergency preparation is important for everyone. However, older adults and people with disabilities often face additional challenges during emergencies.  Learn about some things to consider when creating a emergency plan.
  • Peers as Caregivers:  A unique program in Washington D.C. teaches people with disabilities to be care providers for their peers. Find out how this program works.
  • Call for Presenters:  Applications to present at the Circles of Life Conference, May 2020! Parents, family members, providers or anyone who has ideas and wisdom to share is encouraged to apply!   The deadline for proposals is October 1st.

Diehard Award Nominations

Do you know someone who goes above and beyond to improve community supports for individuals with disabilities?  Do they support self-determination?  Nominate them for a Diehard Award!  A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. Diehards go above and beyond to make sure everyone is counted.  Nominations are due by 12p.m. on September 5th.  Nominate someone today!

"The events of the last month have been a whirlwind. I find myself trying to find a sweet spot between wanting to do all I can to advocate for people with all disabilities, but yet wanting to be as socially “normal” as I can. At times, it’s challenging to find the right balance, but I wouldn’t trade either for the world."

  • Family Caregiver Characteristics: The Administration for Community Living released a data profile using data from the Caregiver Outcome Evaluation Study of the National Family Caregiver Support Program which examines characteristics of caregivers including age, relationship to care recipient, level of caregiving intensity, and use of NFCSP services.  Find out what the study found.
  • State Budget Impact:  The state budget passed by the legislature and approved by the Governor will fund state programs for the next two years. Read the Survival Coalition's summary.
  • Inclusive Emojis: An updated collection of emojis intended to be more inclusive and diverse was released.  Learn what new things are included.
  • Housing Assistance Funding: Federal officials announced that they plan to set aside millions of dollars to help people with disabilities access housing in the community. Find out what the funding Will help with.
  • Accessible Homes:  For people with disabilities, house  hunting can be very frustrating. Read about the push to make all homes more accessible.
  • Employment First Partner Grants:  The Wisconsin Board for People with Developmental Disabilities is seeking up to eight organizations to engage in community outreach activities that lead to increased community, integrated employment for people with intellectual and developmental disabilities. Applications are due August 30th.
  • Self-Advocate Leaders Needed:  People First Wisconsin is seeking applications from eight people with intellectual/developmental disabilities to become Self-Advocate Leaders for the Wisconsin Board for People with Developmental Disabilities’ Model Approaches to Living Well grant project. Learn more and apply today! 
  • Partners in Policymaking:  Wisconsin Partners in Policymaking is a six‐session advocacy and systems change training program designed to develop a group of future leaders across the state who are able to work with legislators and communities on policies and initiatives that will support the full participation and inclusion of people with developmental disabilities in all aspects of life. Applications for Fall are due September 1st.
  • New MCOs for Family Care: The Wisconsin Department of Health Services recently announced New managed care organizations (MCOs) have been selected to provide the Family Care program in some counties in Wisconsin beginning next year.  Learn about the change.
  • PIP and YiPPE Trainings: Transition Parents in Partnership (PIP) and Youth in Partnership with Parents for Empowerment (YiPPE) Trainings for 2020-2021 are now open for registration. Find out more about these great programs and register today!

Let's Talk about Self-Direction!

InControl Wisconsin Board member Lynn Breedlove has written a paper entitled, "Self-Direction Worldwide: Contrasting Beliefs and their Impact on Practice", which reviews the evolution of self-direction over the last 25 years, and the variety of self-direction definitions, values, and practices around the world.  He will present the paper at an international  Disability Congress in Scotland in August. We invite you to read the paper and join the discussion.

Take five minutes to check out what's happening on the Self-Determination Network:

  • New Technology:  Technology continues to evolve.  Learn about a new service that allows people to control the television with their eyes. 
  • ABLE Accounts Off to a Slow Start:  Viability of the ABLE account program is in question as far fewer people have opened accounts than expected.  Find out how many accounts need to be opened by 2021 in order to sustain the program.
  • Comment Period for Nondiscrimination Rule: The U.S. Department of Health and Human Services (HHS) has issued a proposed rule to revise regulations implementing and enforcing Section 1557 of the Affordable Care Act (ACA). Section 1557 prohibits discrimination on the basis of race, color, national origin, sex, age, or disability in certain health programs or activities.  People can submit comments on this until August 13th.
  • Access to Fitness Equipment:  Recently,a bill was introduced in the Senate to improve access to fitness facilities for people with disabilities.  Read about what this bill would ensure.
  • New Law Helps Deaf Community: In June, a bill was passed in Wisconsin that gives the Deaf community more assistance.  Find out what this bill does.
  • Supported Decision Making Grant:  The Administration for Community Living seeks to support the planning of future state-based collaborative projects to make progress in strategies and facilitate decisional supports for all adults. The purpose of these planning grants is to develop action plans for advancing strategies that will ensure self-determination of older adults and adults with intellectual and developmental disabilities through the use of a full range of decisional supports. The grant opportunity closes August 19th.
  • Transition Grants for People with Disabilities from Minority Backgrounds: The National Institute on Disability, Independent Living, and Rehabilitation Research announced funding opportunities for new Disability and Rehabilitation Research Projects on Independent Living Transition Services for Youth and Young Adults with Significant Disabilities from Minority Backgrounds.  Find out more about these grants.
  • Disability Inclusion Award:  The Department of Labor announced a new award program for federal contractors.  Learn more about the award.

State Budget Update


The Joint Finance Committee (JFC) finished making changes to the Governor’s proposed budget last week. The state budget must now be approved or amended further by the full State Senate and State Assembly.



 



Survival Coalition has developed a summary of disability issues as proposed in the Governor’s budget compared with the Joint Finance Committee proposal. There will be three call-in days this week (Tuesday, Wednesday, and Thursday) for people with disabilities and family members to call their state Senators and State Representatives to let them know the good things that should be kept in the budget, need more funding, and should be added to the budget.  



 



We encourage you to use the Legislative Hotline (1-800-362-9472) to call your state Senator and state Representative to let them know what you like in JFC’s proposal and what you think should be changed.



 




The main issues will be Special Education funding, Transportation, Dental Care, Children's Disability Programs, Mental Health, and Caregiving.  We'll be sending out more information throughout the week, and we strongly encourage people to take action!

  • Rideshare Discrimination: Kurt posted an article about how rideshare companies have a long way to go with disability inclusion.  Read about how people with disabilities continue to face discrimination when it comes to transportation.
  • Seeing Disability Through Photos:  A growing collection of stock images that break stereotypes and authentically portray people with disabilities in everyday life are being compiled for use by the public.  Learn about how this is being done.
  • Improving Technology:  There's no doubt that technology has become much more accessible to people with disabilities, but many people feel there's lots of room to improve things.  Find out what's being done to improve things even more.
  • Enhancing Technology for People with Intellectual Grant Opportunity:  A new grant seeks to fund research and development toward technologies that contribute to improved abilities of adults with cognitive impairment to perform daily activities of their choice in the home, community, or workplace. Grant applications are due July 15th.
  • Wheelchair Survey:  Do you use a wheelchair?  People are needed to participate in a survey about falls.  Learn more!
  • Voice Assistant Devices:  Voice activated digital assistants have become more and more popular in households around the world.  Read a story about one engineer's mission To make them accessible to those who are unable to speak.
  • Neat Opportunity for Entertainment Professionals:  Great entertainment requires authentic stories and genuine representation of all people. This includes diverse people with physical, cognitive, sensory, mental health and other disabilities. Learn about a new program for  emerging entertainment professionals with disabilities.
  • Grant for Enhancing Technology for People who are Deaf or Hard of Hearing: A new grant seeks to fund research and development that leads to innovative technological solutions and strategies to improve the accessibility, usability, and performance of technologies designed to benefit people who are deaf or hard of hearing.  Grant applications are due July 19th.
  • ABLE Accounts Shouldn't  Effect Housing Access: Federal officials are looking closer at how money is being spent in ABLE accounts. Read about the guidance recently issued clarifying how housing officials should treat ABLE accounts.
  • New Rule has Advocates Worried:  The new "conscience rule" which allows health care providers more leverage to decline care that they disagree with has disability advocates worried.  Find out why.
  • Disaster Report:  Hurricane and tornado season has begun.  The National Council on Disability released a report on how major storms impact people with disabilities.  Find out what the report reveals.
  • Employment First Partner Grants:  The Wisconsin Board for People with Developmental Disabilities is seeking up to eight organizations to engage in community outreach activities that lead to increased community integrated employment for people with intellectual and developmental disabilities. Applications are due August 16th.  Learn more!
  • SPARKS Grants:  Applications for  SPARKS Grants, which are meant to organize local grassroots groups to make changes in their communities that result in a positive impact on the lives of people with intellectual and developmental disabilities, are now being accepted.  August 19th is the deadline.
  • Air Travel to Improve: The International Air Transport Association 75th Annual General Meeting unanimously approved a resolution to improve the air travel experience for the estimated one billion people living with disabilities worldwide.  Learn what this means.
  • Watch:  This is a great interview about the under representation of the disability community in the film industry.  Do you agree?

Call for Exhibitors

The Wisconsin Self-Determination Conference empowers people with disabilities to have more control over their lives. Each year, people with disabilities, their families and people who support them participate in the conference to learn more about self-determination and self-directed supports so they can live more independently, actively participate in their communities, and use public funds efficiently.

The Wisconsin Board for People with Developmental Disabilities is currently accepting applications to be an Exhibitor/Micro-enterprise vendor at the Self-Determination Conference. Tables will be available on Tuesday October 15th and Wednesday October 16th. Space is limited and only applications from exhibitors that directly support self-determination and self-direction in WI will be accepted.  Apply to be an exhibitor today!

  • Program Extension:  Legislation that the President recently signed ensures that a program that moves people with disabilities from institutions to the community can stick around while advocates push for a longer-term solution.  Lean about how the program is helping move people into the community.
  • Effort to Expand Respite Care:  Caring for loved ones with special needs is often very rewarding, but it can also take a physical, emotional and financial toll on families.  Read about a bipartisan bill that would boost respite care services across the country.
  • New TV Show:  A new television series chronicling the experiences of people with autism and other special needs as they search for meaningful employment is set to debut.   Find out more about the show.
  • Research Funding Opportunity on Family Support:  The purpose of this opportunity  is to conduct research, training, technical assistance, and related activities to contribute to effective support of family caregivers of people with disabilities, and ultimately to improved community living, health and function, and employment outcomes of people with disabilities who are supported by family members.  This opportunity closes on June 10th.
  • Neighborhood for Those with Special Needs:  In recent years, more and more housing options for people with disabilities have appeared.  Read about how, in Phoenix Arizona, a whole neighborhood is being developed for people with special needs.  
  • Advocacy Training Opportunities:  PIP and YiPPE are training programs for parents and youth with disabilities to learn about the transition process in the areas of employment, education, living and health.  Find out more about these great programs.
  • Worries about Medicaid Changes:  Advocates worry that Medicaid funding for people with disabilities could be jeopardized if some states succeed in overhauling how they receive federal dollars.  Learn why advocates are worried.
  • Governor Evers' First Signed Bill:  Recently, Governor Evers signed his first bill into law. Find out why this bill was so significant to the disability community.
  • Managed Care Providers Investigation:  With many states turning to private insurers to handle Medicaid services, an investigation is underway to investigate whether these insurers are offering people with disabilities the care they're entitled to.  Read about why it's being questioned.
  • National Family Support Program:  A research brief serves as an introduction to the National Family Caregiver Support Program and related programs administered by Administration for Community Living (ACL) that provide support to caregivers of older adults, as well as caregivers of persons with disabilities.  Learn about this new program.

Advocacy Award Nominations

Do you know somebody who has gone to extraordinary lengths to advocate for people with disabilities? The Wisconsin Council on Physical Disabilities (CPD) is pleased to announce the Dan Johnson Advocacy Award. This award is in memory of Dan and his many accomplishments and was created to recognize people with physical disabilities who are outstanding advocates.

The Dan Johnson Advocacy Award is aimed at recognizing excellence in advocacy, and public policy change for people with physical disabilities, rather than disability advocacy. Individuals nominated should be people with physical disabilities who advocate for people with physical disabilities and have had a positive impact on federal or state legislation, public policy, or programs that affect people with disabilities in Wisconsin. The advocacy work conducted should exceed normal expectations of regular advocacy practice, and should be inclusive and respectful of the values and independence of those who are affected by it.  The nomination deadline is June 30th.  Learn more and nominate someone today!

For April, we shine the spotlight on Don and Tyler.  For this dynamic father/son duo, life centers around sports.  Tyler, a Special Olympian, has traveled all around the world competing in many different sports. For dad, Don, volunteering with Special Olympics ultimately led to a career switch, so he could make an impact in the lives of people with disabilities. Although it isn't easy, he encourages parents with children with different abilities to push them to their fullest, so they can be productive members of society.    Stop by this month's Member Spotlight to get to know Don and Tyler.

"Ever feel like there isn’t enough time in the day? Sometimes, it seems difficult to find time for everything. For people with disabilities and health conditions, it’s no different. Often, we have some additional things, such as appointments, treatments, and cares to juggle."

Take five minutes to check out what's happening on the Self-Determination Network:

  • Removal of "Derogatory Language":  Recently, Governor Evers issued an order to  remove "derogatory language" from the state administrative code.  Learn which  terms will be removed and what they will be replaced with.
  • Marital Status Bill:  Under current law, when two people who rely on Supplemental Security Income marry, their benefits can be at risk because they must jointly report their income. Find out how, under a new proposed bill, that and other rules regarding SSI and marriage would change.
  • "Community-Based" Clarification: Federal officials have released guidance to clarify what living arrangements for people with disabilities are considered to be "community-based."  Read about what the criteria is.

  • Research Funding Grant Opportunity on Employment:  The Administration on Community Living announced a grant opportunity for research, training, technical assistance and related activities to improve employment outcomes of people wit developmental and intellectual disabilities.  This grant opportunity closes May 28th.
  • Uproar Brings Attention to Other Program Cuts:  Recent uproar over a proposal to end federal funding for Special Olympics has brought attention to other potential harmful cuts to programs for people with disabilities.  Read about how advocates are using the situation as  a  great opportunity to inform lawmakers about other harmful cuts.

2019 Self-Determination Conference

Save the date!  The 2019 Self-Determination Conference will be October 14th-16th at the Kalahari Resort and Conference Center in Wisconsin Dells.  Are you interested in presenting?  Presentation proposals (to present on the 15th and 16th) are now being accepted and are due by noon on April 2nd.  Submit your proposal today!

State Budget Training

Late last month, Governor Evers unveiled his proposed budget.  It addresses many issues facing the disability community such as transportation, caregiving, the Children's Long Term Care program, and special education funding. Want to learn about what’s in the Wisconsin State Budget?  Concerned about whether supports people with disabilities need will continue to be funded? Attend a State Budget Training in your area.

The Wisconsin Board for People with Developmental Disabilities, The Arc Wisconsin and Disability Rights Wisconsin are partnering to bring budget trainings to as many communities as possible during the months of March and April.  Find out where and when these trainings are!

  • Circles of Life Conference: Circles of Life is Wisconsin’s annual conference for families who have children with disabilities.  Register by March 29th to get a discounted rate!
  • Grant Opportunities:  The National Institute on Disability, Independent Living, and Rehabilitation Research announced six new funding opportunities. Applications due April 15th and 16th.  Find out about these great opportunities.
  • Dip in Disability Employment:  Recent  statistics show a slowdown in disability employment  compared to the previous year.  Learn where Wisconsin ranks in employment for people with disabilities compared to other states.
  • Task Force on Caregiving:  It's well-known caregiving continues to be a critical issue in Wisconsin.  Recently, Governor Evers announced his plans to establish a statewide Task Force on Caregiving.  Read about what the task force will be doing to address the issue.
  • Emergency Toolkit:  A new toolkit is available to help programs that support older adults and people with disabilities, through the emergency planning process of preparedness, response, recovery, and mitigation activities.  Read about what this toolkit includes.
  • New Rules for Dentists:  For people with disabilities, finding dental care is often a struggle.  Learn how the  American Dental Association recently revised its code of conduct to try to address the problem.
  • Call for Nominations: The Centers for Medicare and Medicaid Services is working with the Administration for Community Living through the National Quality Forum to address quality measurement in person-centered planning.    They're seeking individuals with experience in person-centered care to serve on a multi-stakeholder panel. Nominations are due March 29th.
  • New Emojis:  Apple recently announced that later this year 59 new emojis that represent people with disabilities will be released.  Find out what kind of things will be included.
  • ABLE Program Hopes to Expand:  New legislation, known as the ABLE Adjustment Act, would make ABLE accounts accessible to thousands of more people. Read about how this would make it possible for thousands of more people to be able to save money without risking losing eligibility for crucial benefits.
  • Renewed Push to Help People Leave Institutions: Lawmakers are making efforts to renew a federal program that helps people with disabilities move from institutions to community-based settings.   Learn about how new legislation would help with this.

  • Eliminating Waiting Lists:  Community-based services are often much harder to obtain than access to institutional care, but there is a new push underway to change that.  Learn about new legislation that would ensure people eligible for institutional care  would have access to the same services in their home.

  • Youth Leadership Program: The Wisconsin Youth Leadership Forum (YLF) is a week-long leadership training and career awareness program for high school sophomores, juniors and seniors with disabilities.  Applications are due March 15th.
  • New ABLE Account Rules:  With a change taking effect this year, individuals with disabilities can save more money than ever before without losing out on Social Security, Medicaid and other government benefits.  Find out how much people can put in an account.
  • Advancing Person-Centered Practices and Systems: The Administration for Community Living and the Centers for Medicare & Medicaid Services recently announce the launch of the National Center on Advancing Person-Centered Practices and Systems. Read about what the center will provide.
  • Woe in Services:  According to a new report, more people are on waiting lists, fewer are competitively employed and access to services remains uneven.  Learn what causes such disparities.
  • Accommodating Water Park:  A water park has become an official certified autism center.  Find out what the park is doing to accommodate people with autism.
  • Family Caregiver Support Report:  The Administration for Community Living has released documents about family caregiving.  Read about study findings and statistics.
  • Survey Opportunity for People with Visual Impairments:  T-Mobile is  developing a new television service and has begun to implement accessibility features for the individuals with visual disabilities. They are looking for input from adults with visual disabilities.
  • Research Opportunity for Adults who Use Wheelchairs:  A nationally recognized rehabilitation facility is conducting a study on falls and fear of falling in people who use wheelchairs.  They're looking for people to help by taking a survey.
  • Parents of Adult Children Find Support from Each Other:  Many parents who have adult children with disabilities often worry about the future.  Parents in this situations get together monthly to brainstorm solutions.  Read about the group.
  • Government Shutdown Impact: People with disabilities felt the effects of the country's longest government shutdown ever.  Learn about how it impacted many people.
  • Push to Remove the 'R-Word': Two Wisconsin senators are working on legislation to remove the term "mental retardation" and all its derivatives from state code and replace it with the words "intellectual disability."  Read about why the senators are doing this.

In November, we shined the spotlight on Andrea.   When she’s not running 5Ks or leading her daughter’s Girl Scout troop, she enjoys helping people figure out and achieve dreams as a Support Broker.  Stop by November's Member Spotlight to get to know Andrea.

For December, we're shining the spotlight on Allison.   Between writing her dissertation and volunteering on many boards, she works as a Program Manager. Allison believes that self-determination goes beyond self-direction and sometimes within the service system there is a not a framework for what that looks like. What we’ve learned is that the options are very limited and the “system” is unbelievably broken."  In November's entry, Stacy discussed her challenges with trying to figure out the Long-Term Care system.

  • Advocacy Award Nominations:  Do you know somebody who has gone to extraordinary lengths to advocate for people with disabilities?  The Governor's Committee for People with Disabilities is currently accepting nominations for the Dan C. Johnson Award for Advocacy Excellence.  Nominate somebody today!  
  • Benefits Increase:  People who receive Social Security and SSI benefits will see a relatively large increase next year.  Find out how much it will go up.
  • Best Cities:  Wallet Hub has released its annual "Best &  Worst Cities for People with Disabilities" report.  Learn which Wisconsin cities made the list.
  • Web Accessibility: The Department of Justice ruled that failure to comply with web accessibility guidelines isn't necessarily a violation of the Americans with Disabilities Act.  Read about what the Department said.
  • Missing Voice in Politics:   The recent election cycle hosted candidates from many backgrounds, but people with disabilities are missing in elected office.  Learn about why people feel this way.
  • Air Travelers "Bill of Rights":  Due to the many problems people with disabilities face while flying, an "Airline Passengers Bill of Rights" is being developed.  Read about what will be included in it.
  • Redesign of Eldercare Website:  The Administration for Community Living redesigned the Eldercare website to make it easier for older adults and their caregivers to find essential aging resources.  Check it out!
  • Transportation Problems:  According to a recent report, Wisconsin’s lack of sufficient investment in public transportation puts seniors, people with disabilities and low incomes, and communities of color at a disadvantage.  Read about the struggles people are facing.
  • Call for Presenters:  Presentation proposals are now being accepted for the 2019 Mental Health and Substance Use Recovery Training Conference.  Proposals are due by February 22, 2019.
  • First Responder Training:  Many people with disabilities have some unique challenges when emergency situations arise.  Learn about how first responders in one Wisconsin city took a course to learn about how to assist people with different abilities in emergency situations.
  • Accessibility in Medical Facilities: Even though there are laws in place to help people with disabilities, they do not often help them at the doctor's office. Read about how new laws promise change, but government has yet to act on them.
  • Navigating Cities using Apps: New apps allow people to work together in mapping out their towns in a disability friendly way.  Find out why people shouldn't heavily rely on the apps.
