New Bills Could Make it Harder for People with Disabilities to Vote

Wisconsin legislators have introduced bills that will make it harder for many people to vote. The Wisconsin Disability Vote Coalition has put together a summary of these bills and how it would impact people. We encourage you to look at this and, if you have concerns about the bills, to contact your legislators. 

Stay Up-to-Date about Long-Term Care Advocacy 

InControl Wisconsin is sending a letter to the Joint Finance Committee of the state legislature asking the Committee to ensure that if additional funding is added to the budget for Long-Term Care in general or for the workforce crisis, then IRIS should get its fair share. Family Care and nursing homes both received increases in the last two state budgets, but IRIS did not. 

The Wisconsin Long-Term Care Workforce Alliance does frequent videos about what's happening with the workforce advocacy. Check out this website for updates on what's happening with the workforce crisis. There are videos on how to talk to legislators about your experiences and concerns. Let your voice be heard!

  • No Oscar, but Nomination a Win for the Disability Community: The popular documentary, "Crip Camp," didn't win an Oscar, but many people with disabilities feel the nomination alone was a win. Learn why this is. 
  • Inclusive Deodorant: Most people were never think of a stick of deodorant as being an obstacle, but for people with visual impairments or limb motor challenges, putting on deodorant is a difficult task. Read about a how one company designed an inclusive deodorant container. 
  • Initiative to Hire People with Disabilities: A large technology recently announced a big initiative to hire people with disabilities.  Find out what the company plans to do. 
  • Wisconsin Lawmaker Asked for Accommodations: A Wisconsin lawmaker is asking the Assembly to allow him to participate in floor sessions remotely. Read about the ongoing situation.  
  • American Rescue Plan to Help Medicaid Services: The American Rescue Plan has over $12 billion for states to expand Medicaid home-and-community-based programs for people with disabilities. Find out what the plan entails.  
  • Emergency Broadband Benefit Program: The Emergency Broadband Benefit is a Federal Communication Commission program to help families and households struggling to afford internet service during the COVID-19 pandemic. Learn more about this program and find out how to apply. 
  • Vaccine Survey Findings: Two research studies have been done on vaccine statistics for people with disabilities. Read about what the studies found. 
  • Seeking Applicants for Emergency Preparedness Committees: The Office of Emergency Preparedness and Response is seeking applicants for two new committees to provide recommendations on enhancing public health preparedness, response, and recovery for people with disabilities. Applications are due June 12th. 
  • Family Caregiver Report: A new report summarizing listening sessions about the struggles and needs of family caregivers was recently released. Learn what the sessions revealed.
  • Spending Flexibility: States have lots of flexibility on what they can use the extra $12.67 billion for Medicaid home-and-community-based services on. Learn what states are using the money for. 
  • New Vaccine Guidelines for Facilities: Government officials have released new guidelines for the COVID vaccine at facilities serving people with disabilities. Find out what they say.

  • Volunteer Research Participants Wanted: Allison is looking for volunteers to help her in a research study about social isolation for people with disabilities. She is in search of community development practitioners/connecters/consultants/organizers or similar roles with communities who have experience working with people with disabilities.   • Executive Order Increases Voting Access: Recently, President Biden signed an executive order that will increase voting access. Find out what the order includes. 
  • Doctors Bias: A recent study found that many doctors have a bias against people with disabilities. Read about what exactly the study revealed. 
  • Vaccine Access: The Kaiser Family Foundation released a detailed report on COVID-19 and the disability community. Look at some of the interesting statistics and maps.
  • Take a Survey: The Collaborative on Health Reform and Independent Living is doing a survey about health insurance, health care access, and the pandemic for people with disabilities. The survey is open until April 30th. 
  • Home Modifications Grant Program: HUD’s Office of Lead Hazard Control and Healthy Homes has announced $30 million in grant funds and training resources to non-federal entities to establish the Older Adults Home Modification Grant Program. The grant program will assist experienced nonprofits, state and local governments, and public housing authorities in programs that make home modifications and limited repairs to meet the needs of low-income older adult homeowners. Applications due May 4th. 
  • Stimulus Checks: Many people with have received stimulus checks. Read about how some people are putting their money in an ABLE account. 
  • Waitlist Eliminated: At the end of February, Wisconsin achieved something highly anticipated for people with disabilities. Read about how the waitlist for long-term care services was eliminated for adults. 
  • Stimulus Bill Sends Funds to the Disability Community: Recently, President Biden signed a big pandemic relief bill that will send billions of dollars to special education and home-and-community-based services.  Learn details about how this will help people. 
  • Emergency Broadband Benefit Program: The Federal Communications Commission (FCC) has launched an Emergency Broadband Benefit Program to help households struggling to pay for internet service during the pandemic. Find out who is eligible. 
  • Vaccine Rollout Confusion: Vaccine rollout in Wisconsin is going study, but there has been a lot of confusion about who is eligible when. Read about how people were getting mixed messages. 
  • Self-Direction and COVID Study: Researchers at Brandeis University are conducting a study on the experiences of people with disabilities who self-direct Medicaid-funded HCBS during the pandemic.  Find out how to participate. 
  • Feedback Wanted on Employment Policies and Programs: The U.S. Department of Labor is seeking input on ideas for ensuring equity in employment policies and programs for people with disabilities from historically underserved communities.  Comments due April 26th. 
  • Feasibility of Internet Emergency Alerts: The Federal Communications Commission (FCC) recently proposed rules to improve the way the public receives emergency alerts on their mobile phones, televisions, and radios. They are seeking comments on these proposed rules. Comments are due June 14th. 
  • Lifespan Respite Care Program Grant Opportunities: The Administration for Community Living has opened up two grant opportunities for the Lifespan Respite Care Programs. Find out more about these! 
  • Bringing The Long-Term Care Reform Debate to the Forefront: President Biden has announced that he plans to expand Medicaid's Home-and-Community-Based Services for people who receive long-term care and supports. Read about how this has already achieved one major goal. 
  • COVID-19 Guidance for Day Centers: The Centers for Disease Control and Prevention is offering up new guidance for day centers and the people with disabilities they’re serving during the ongoing COVID-19 pandemic. Learn what this suggests. 
  • Accessible Airbnb Experiences: Airbnb is introducing a new slate of offerings specifically aimed at people with disabilities. Find out how they are catering to people with different abilities. 
  • Respite Program Survey: Do you know of a respite program that uses students as respite providers? Help create a toolkit for other respite programs by taking this survey. It closes June 1st.

It's a virtual event focused on connecting Disability Advocates with their legislators to talk about issues that matter to them. 2021 Self-Determination Conference Call for Proposals 

Are you interested in presenting at the 2021 Self-Determination Conference?  The Wisconsin Board for People with Developmental Disabilities is seeking session proposals for Tuesday, October 19th & Wednesday, October 20th, 2021. This year’s theme: Growing Stronger Together will help people with disabilities lead more Self-Determined lives by recognizing the valued role communities play in our lives! Presentations should include at least one self-advocate and must be able to be done both in-person and on video. Proposals are due April 2nd.  Learn more and apply today!

  • Where Healthcare is Headed: As health systems continue to test approaches to better health care quality, the delivery of person-centered care is key for health care system transformation. Learn what researchers found in a recent study. 
  • Report Shows Improvement in Voter Accessibility: According to a new report, people with disabilities had far fewer problems with voting accessibility in 2020 than in 2012. Find out how things improved. 
  • Research Funding Opportunity for Blindness and Low Vision: The Administration for Community Living has opened up a funding opportunity to conduct research and development activities that will promote independence and community living for those with low vision and blindness. Applications due April 19th. 
  • Public Comment on Heightened Scrutiny: The Wisconsin Department of Health Services is opening a 30-day public comment period on its findings about home and community-based service long-term care settings that were identified for heightened scrutiny review.   • Vaccine Frustration: While Wisconsin has made progress in the vaccine rollout, disability advocates say some of the most vulnerable  people still face multiple challenges accessing it. Read about some of the obstacles people with disabilities are facing. 
  • Self-advocate Class: The ARC of Wisconsin is leading a class for self-advocates. Registration closes April 1st. Learn more and register today! 
  • Your Input is Needed: The Center on Aging and Trauma of The Jewish Federations of North America’s Holocaust Survivor Initiative, invites organizations to participate in a national survey on Person-Centered, Trauma-Informed Care. Survey closes March 22nd. 
  • Vaccine Prioritization: With vaccines beginning to be more available, disability advocates want the Center for Disease Control and Prevention to update its prioritization plan to include the high-risk disability community. Read about why advocates want this.

  • Voter Challenges Continue: While some recent legislative changes and an increased emphasis on absentee voting helped some, Wisconsinites with disabilities continue to face multiple challenges when trying to exercise their right to vote. Find out how advocates are still working to get better access for voting. 
  • Plain Language Guide for Person-Centered Self-Assessment: Your state is trying to make services work better for people. They want people who use support services to be listened to. Take a look at this great resource. 
  • New Study Shows Prevalence of Intellectual Disability: According to a new study from the Center for Disease Control, there is an increase in children with intellectual disabilities. Read more about what the study found. 
  • Electronic Health Records: People with disabilities often face multiple challenges when accessing healthcare services. Learn about how Electronic Health Records may help with some of this. 
  • Voting Resources: There's a election coming up in April. Check out these great resources from the Wisconsin Disability Vote Coalition.

  • Employment Outcome Research Funding Opportunity: A new funding opportunity from the Disability and Rehabilitation Research Projects and Center Program hopes to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities to benefit rehabilitation service providers, individuals with disabilities, family members, and other stakeholders. Grant applications are due March 22nd.
  • Economy Recovery Agenda: National Disability Institute offers a 15-point agenda to advance economic recovery and resilience for people with disabilities who represent a most vulnerable population too often ignored in plans for the economic recovery for our nation. Learn about some of the suggestions.
  • Opportunity to Provide Feedback on Web Accessibility Guidelines: The Accessibility Guidelines Working Group has published a working draft of the third version of the Web Accessibility Guidelines. Feed back is due February 26th. 
  • Employment for People with Disabilities Continues to Stall: According to the January Jobs Report, the pandemic continues to slow employment for people with disabilities.  Find out why people are hopeful it will start to improve soon. 
  • New Administration Prioritizing Accessibility: The new president administration is making accessibility a priority. Learn about what steps are being made to ensure accessibility for everyone. 
  • Accessible COVID-19 Resources: The Center for Inclusive Design and Innovation, a part of the College of Design at Georgia Tech, has partnered with the CDC to ensure that important information about the virus is accessible for all people. Check out these great resources!
  • "Nothing About Us Without Us" Call to Action: The saying, "Nothing About Us Without Us"  has been used in the disability community for many years. It simply means that no decisions should be made regarding people with disabilities without their input.  Read about a nationwide program that aims to increase participation of underrepresented communities in medical research.
  • Television Representation: More and more entertainment companies are committing to consider actors/actresses with disabilities in their movies.  Read about how a big tv network recently committed to auditions for actors/actresses with disabilities.
  • Impact of the Pandemic:  A recent survey done by the Wisconsin Survival Coalition revealed the impact of the pandemic is having on people with disabilities and their families. Learn what the survey found.

"While understandably, some people are hesitant to get vaccinated, I’m more than ready. Even though we don’t know the long-term effects of it, my opinion is that we have something that will most likely keep us safe and make it so that we can gather freely again hopefully sooner than later. "

  • Input on Autonomous Vehicles: This spring, the U.S. Access Board, in partnership with other federal agencies, will host a series of virtual meetings on making autonomous vehicle accessible to all passengers, including those with disabilities. Find out how to participate. 
  • Program Helps with Isolation:  We all have felt some degree of isolation during the pandemic. Read about a program in Marathon County that helps social isolation for seniors. 
  • Push to Make Rental Vehicles Accessible: The National Highway Traffic Safety Administration is aiming to make mobility far more accessible for people with disabilities - - especially those who use wheelchairs. Learn what is being proposed. 
  • The Remote Work is Evening the Playing Field: People with disabilities are often unemployed, even in times where a pandemic is not a factor.  Read about how the new movement to work remotely is evening the playing field for people with disabilities.

Your Input is Needed! 

Wisconsin policymakers are right now making critical decisions about funding and changes to disability programs. The state budget is the most important piece of legislation that impacts people’s lives. Survival Coalition is gathering people’s stories and thoughts about the most pressing needs in our state to help policymakers understand disability issues. We encourage you to complete this survey to help bring the most important issues to the forefront.

"Patience is truly a virtue, and, while some have more than others, waiting is something everyone has to do to some extent. All the time—but especially during the holiday season this year—remember people are doing the best they can. Be patient with others. Take the time to talk to people. Try not to rush people. Life is too short!"

Direct Care Workforce Survey 

InControl Wisconsin is partnering with The Wisconsin Long Term Care Workforce Alliance, Wisconsin Personal Services Association and Survival Coalition on this Direct Care Workforce survey. This survey is to learn more about direct care worker experiences in Wisconsin. As the backbone of long term care in Wisconsin, it is important for decision makers to learn about worker experiences from workers directly. Our organizations advocate on behalf of the workforce and people with disabilities and older adults who need care. Names and responses to this survey WILL NOT be shared with employers and all answers are confidential. Survey results will be used in communications with policymakers in future advocacy activities. There's an opportunity to provide your email at the end of this survey if you would like to stay in touch about future advocacy opportunities. This survey will close October 23, 2020.

Diehard Award Nominations

Do you know someone who goes above and beyond to improve the lives of individuals with disabilities? A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. They are someone who is committed to integration and self-determination. Nominate someone for the Diehard Award to be presented at this year’s conference. Nominations are due September 15th.

Input Needed on Wisconsin's Long-Term Transportation Plan

Many people with disabilities, older adults, low income workers, and people who do not have access to a vehicle or choose not to drive cannot get where they need to go on their schedule. Survival Coalition’s Transportation survey identified many barriers that limit and impact people’s ability to live where they want, pursue job opportunities, get medical care, take care of routine business, be involved in their communities, and stay connected with family and friends.

The Wisconsin Department of Transportation (DOT)  is seeking public comments as it shapes its long-term transportation plan—Connect 2050. This plan is a 30-year blueprint for how Wisconsin will invest to create the transportation system of the future. We encourage you to share how your transportation options and challenges affect your life and the changes you would like to see!
