Join the Conversation: The Caregiver Crisis
For many people with disabilities and their families, the caregiver crisis has become front and center in their lives.
There are thousands of hours of needed care are going unmet. People are not receiving the care they need. Whether you work for an agency trying to find caregivers for clients or a person who is trying to hire workers yourself, finding caregivers is almost impossible.
Lots of advocacy groups are trying to come up with a solution to this. When you need to find direct care workers, individually or with an agency, what are some unique ways it can be done? Do you have an idea of how to help improve the current situation we are in? What are some ways we can start to mitigate this issue?
If you could ask for one thing right now to fix the problem, what would it be?

- Hidden Costs: Two years into the pandemic, and many people with disabilities are facing hidden costs that most people don't even think about. Learn what some of these are.
- National Guard Assisting in Nursing Homes and Hospitals: Over 150 National Guard members recently completed CNA training and are assisting staff in hospitals and nursing homes. Read more about why this is.
- New Innovations Often Inaccessible: Through the pandemic, many new innovations have been created in the medical field. While great for most people, some of them aren't accessible to people with disabilities. Find out more about why some are inaccessible.
- A Vision of a Great Self-Direction Program: A recent paper was published by former InControl board member and forever friend, Lynn Breedlove, entitled, " What Would a Great Self-Direction Program Look Like?" He lays out the information framework for what an ideal self-direction program would look like. This is meant to be conversation starter. What do you think? Do you have other ideas?
- Web Accessibility Guidance: The U.S. Department of Justice (DOJ) has published guidance on web accessibility and the Americans with Disabilities Act (ADA) to inform state and local governments and businesses open to the public on how to ensure their websites are accessible to people with disabilities. Learn about what the guidance explains.
- Real Pay for Real Jobs Initiative: The U.S. Department of Education’s Rehabilitation Services Administration (RSA) invites applications for the Subminimum Wage to Competitive Integrated Employment (SWTCIE) demonstration project, aimed at increasing access for people with disabilities to jobs that pay good wages. Submissions are due June 21.
- Voting Worries: Due to recent court rulings, many people with disabilities in Wisconsin are concerned about their ability to vote. Read about what the rulings could mean.
- States Efforts to Address Workforce Shortage: This brief looks at state Medicaid efforts to address the Home-and-Community-Based Services workforce shortage. Learn about what states are doing.
- Inclusive Coffee Shop: A new coffee shop in Waukesha, focused on inclusiveness, recently opened. Find out what makes this shop unique.
- Robots in the Classroom: The use of artificial intelligence has skyrocketed in recent years. People with disabilities often can increase their independence with the use of it. Read about how robots are helping students with disabilities in the classroom.
- Proposed Rule to Improve Accessibility on Laboratories on Single-Aisle Aircraft: The Department of Transportation is seeking public comment a rule that would improve accessibility of laboratories on new single-aisle airplanes. Comments can be submitted until May 21.
- History Made at the Oscars: A movie featuring predominately people with disabilities made history at this year's Oscars. Find out what film it was.
- Boost to Money Follows the Person Program: The Centers for Medicare & Medicaid recently announced a $110 million boost to the Money Follows the Person program. Learn about what this will help with.
- Voter Experience Survey: The League of Women Voters is conducting a Voter Experience survey to hear from voters about their experience in the April 5th election. Take the survey now.

Time to Start Planning for the Spring Election
The Spring Election is coming up April 5th. There are several things you should have an understanding about before going to the polls or filling out your absentee ballot. The Wisconsin Disability Vote Coalition has put together a toolkit for the Spring Election. It has fact sheets, timelines, and other resources you can look at to help you with the voting process. Remember, voting is an important part of advocating for what you want changed.

- The Rage Fund Survey: Anna posted a survey seeking information to understand the needs of people who use in-home care providers. The hope is to use the information to develop more responsive solutions. Please consider taking the survey if you use in-home caregivers.
- Disparities in Caregiving: A research brief was recently released detailing the caregiver workforce by gender and race / ethnicity. Learn about the need for policy and practice interventions to address these disparities in the workforce.
- Input Needed: The National Institute Of Health is seeking input on its framework for the Strategic Plan for Diversity, Equity, Inclusion, and Accessibility. Comments due April 3.
- Insurance Coverage of At-Home COVID Tests: The Administration for Community Living has released a fact sheet about insurance coverage for at-home COVID tests. Find out ways that you may be able get at-home tests for no cost.
- Guidance for Health Care Providers: Recently, new guidance was issued for health care providers working with people with disabilities. The guidance is meant to ensure people with disabilities aren't discriminated against in accessing health care during the COVID public health emergency. Learn more about what the guidance says.
- Alternatives to Guardianship Website: The Center for Youth Voice, Youth Choice recently launched a website with resources about alternatives to guardianship. Check it out!
- Caregiving Report: The National Alliance for Caregiving has published a 2021 national report, "Caregiving in a Diverse America: Beginning to Understand the Systemic Challenges Facing Family Caregivers," which was based on results of the Caregiving in the U.S. 2020 study. Learn what the study revealed.

COVID Response and Recovery Fact Sheet: The Biden Administration released a fact sheet that lays out steps to address the needs of people with disabilities in response and recovery of COVID.

Register Now for Disability Advocacy Day of Change
Registration is now open for Disability Advocacy Day of Change which will be held virtually on March 16, 2022. It's a event focused on connecting Disability Advocates with their legislators to talk about issues important to them. Attendees are expected to participate in the morning briefing and call their legislators in the afternoon. Registration deadline is March 8. Register today!

- Wisconsin Youth Leadership Forum: The Wisconsin Youth Leadership Forum (YLF) is a week-long, overnight leadership training and career awareness program for high school sophomores, juniors and seniors with disabilities. Applications due April 1.
- Helpful Resource: The National Center for Advancing Person-Centered Practices and Systems compiled a list of helpful resources for person-centered practices and related activities to enhance work supporting people with disabilities and older adults with long-term services needs. Check it out!
- Medical Diagnostic Equipment: A final rule has been issued related to standards for medical diagnostic equipment. Learn about what the rule requires.

Input Needed: The Federal Communications Commission is seeking comments on an action to improve the clarity and accessible of visual Emergency Alert System messages to the public, particularly to people who are Deaf or hard of hearing. Comments due on March 28.

- Cracking Down on Caregiver Mistreat: Federal officials are working to make sure that paid caregivers aren't being taken advantage of. Learn about what the Department of Labor is doing to try to prevent some of the mistreatment.

National Family Caregiver Month
November is National Family Caregiver Month. The Survival Coalition, the Wisconsin Aging Advocacy Network, and the Wisconsin Family Caregiver Alliance released this three minute video to listen to some of the challenges facing family caregivers across Wisconsin: See Us: Wisconsin's Invisible Family Caregivers.
Without this essential support from dedicated family members, many older adults and people with disabilities would not be able to live in their own homes and would be forced into expensive Medicaid-funded institutional settings. We encourage you to share this video with your legislators and tell them your story.
It was a great Self-Determination Conference again this year! We understand many people missed being able to attend in-person, but we were glad so many were able to join virtually. Let's keep the conversation going! Share your comments, questions, and ideas. Join the conversation!

- Landmark Bill Introduced: New legislation was recently introduced that would create add-on plans for Medicare Home Health Benefit that would allow providers to mix in telehealth, transportation, personal care, and other services. Learn more about this new bill.
- Benefits Increase: It was recently announced that Supplemental Security Income and Social Security will get a significant increase in 2022. Find out how much it will increase.
- Workforce Study: A study was done about the workforce displacement and re-entry during the pandemic among direct care workers and workers other jobs. Find out what the study revealed.
- Technical Bulletins: The U.S. Access Board has released technical bulletins on accessibility to lavatories and sinks, washing machines and clothes dryers, and saunas and steam rooms. Read about what they specify
- Workforce Safety: Due to the nature of the job, home care workers are at increased risk for experiencing workplace violence. Learn how the Occupational Safety and Health Administration is doing to try to prevent this.
- Federal Funding Increases Home Care Services: The Department of Health and Human Services unveiled a plan how to use funds to expand home-and-community-based services. Learn what they are planning to do.
- Public Comment Needed on Voting Access Recommendations: The National Institute on Standards and Technology is seeking public comment on recommendations for addressing voting access for people with disabilities. Public comment closes November 22.
- Boost in Home-and-Community-Based Services: President Biden is moving forward with his push for the biggest increase to home-and-community-based services in 40 years. Learn what services this could improve.
- Transportation Grant Opportunity: The U.S. Department of Transportation’s Federal Transit Administration (FTA) announced the availability of $3.5 million in Fiscal Year 2021 competitive grant funding for projects that improve access to vital services for older adults and people with disabilities, and in low-income communities. Proposals due December 6.
- Family Caregiver Campaign: Due to the caregiver shortage across the country, family caregivers are overwhelmed and feeling the brunt of it. Find out what three policy changes advocates are highlighting that would help family caregivers.
- Assistive Technology Survey: WisTech is looking ahead to 2022 and would like your input on what training topics you are interested in. The survey closes December 10.
- Electronic Visit Verification Hard Launch Delayed: The Wisconsin Department of Health Services announced that they are delaying the hard launch of Electronic Visit Verification. Read more about the plan.

Voting Bills Update
Governor Evers recently vetoed bills that would have created new barriers and have impacted the voting rights of many people with disabilities. The Wisconsin Disability Vote Coalition released a new document that highlights stories of voters who these bills would have impacted. While these bills were paused for now, we encourage you to continue to reach out to your legislators and share how important it is to make voting accessible for everyone.
People First Wisconsin is Hiring!
People First Wisconsin is a statewide Self-Advocacy organization for people with disabilities. They help people speak up for themselves, share ideas, start local Self-Advocacy groups, and work together with advocates across Wisconsin on issues important to members to improve life for people with disabilities. Currently, they're accepting applications for a Office Manager and a Financial Manger. Learn more about these positions and find out how to apply by clicking here. - SPARKS Grants: SPARKS grants are meant to give people with disabilities more social connections by participating in community activities, and they help provide inclusive programming that gives people more opportunities. Applications are due September 10.
- Input Needed on "No Surprise Billing" Rule: Surprise billing can occur when someone receives care from a provider outside of their insurance carrier’s network. This often occurs in emergency situations, when people do not have control over where they are taken for medical care. A new rule would implement requirements set in the No Surprises Act to establish protections against surprise billing. The public comment period closes September 7.
- The Importance of Web Accessibility: Most use the Internet on a daily basis. The opportunities that the Internet brings are endless. However, for people with visual impairments, these opportunities are significantly more limited. Learn why website accessibility is becoming more and more important.
- COVID Added to Disability Qualification List: Recently, the US Department of Justice and the US Department of Health and Human Services released guidance that explains that explains when “long COVID” may be a disability under the ADA, Section 504 of the Rehabilitation Act, and Section 1557 of the Affordable Care Act. Learn about what this means.
- Fact Sheet: Late in July, we celebrated the 31st anniversary of the Americans with Disabilities Act (ADA). The Biden-Harris administration released a fact sheet about what they've done to ensure people with disabilities receive resources and are included in key administration proposals. Check it out.
- Report on AVs: The U.S. Access Board has released a summary report on its four-part series of virtual meetings on making autonomous vehicles (AVs) accessible to passengers with disabilities. Learn what the report reveals.
- Transit Training Opportunities: The National Center for Mobility Management recently announced some training opportunities for transit systems. Find out more about these opportunities.
- Website Accessibility Website: Recently, a baseline for testing accessibility of web content was developed. The criteria sets a minimum for testing accessibility of websites. Learn about what the criteria is.
- Accessible Tourist Attraction: A popular tourist attraction in Door County has recently become accessible to all visitors. Find out which attraction got renovated.
- Health Care Outreach Toolkit: The Aging and Disability Business Institute has developed a toolkit for community-based organizations to help conduct outreach to potential partners and craft effective messages. Learn what else is included in the kit.

Registration Opens August 2nd!
The 2021 Self-Determination Conference will be October 18-20. As the COVID variants continue to be monitored, plans are being made to offer three options how people can safely participate in the conference.
- At the Kalahari! If you have been fully vaccinated and are comfortable with large in-door gatherings, join us at the Kalahari.
- At one of the local Watch Parties around the state. If you have been fully vaccinated and are comfortable with smaller in-door gatherings, join others at a local watch party.
- Join Virtually. If you are not comfortable with coming in person or have not been fully vaccinated, we are offering a virtual option.
Calling Microbusiness Owners

- Ipads for Loan: WisTech, Wisconsin's Assistive Technology Act Program, now has iPads available for short term loan for up to 30 days. Find out how the program works.
- Paralympics May Help Boost Inclusion: Many experts think that this summer's Paralympic Games are an opportunity for businesses to embrace an underrepresented segment of the workforce and help with the global coronavirus recovery. - Public Comment on Statewide Transition Plan: The Wisconsin Department of Health Services opened a 30-day public comment period on its updated statewide transition plan to be submitted for final approval to the Centers for Medicare & Medicaid Service. The public comment period closes July 26.
- Great Resources: Throughout the COVID-19 pandemic, the federal government has provided a range of programs to support individuals, families, and communities. Check them out!
- Executive Order: Recently, President Biden signed an Executive Order to advance diversity, equity, inclusion, and accessibility (DEIA) in the Federal workforce. Learn what the order confirms.
- Boost to Disability Services: Although, President Biden's effort to get eliminate waiting lists for people with disabilities by getting more funds into Medicaid and home-and-community-based services has halted at the moment, it appears the plan may soon get new life. Find out why advocates think an increase in funding will be coming soon.
- Travel Website: The world is opening up again and that means people are beginning to travel. The International Transport Forum and the Federation Internationale de l' Automobile recently launched a new website that has information on facilities and options for people with disabilities traveling by car. - Rise in Employment: According to the June jobs report, there were big rises in employment for people with and without disabilities. Find out how much it increased.
- Celebrity Case Calls Attention to Questions on Guardianship: Recently, due to the attention from the Britney Spears case, debate over Guardianship has been highlighted. While legal oversight arrangements are needed as protection for some, many disability advocates question the need for them in many cases. Learn about why many people feel guardianship is too widely used for people with disabilities.

Wisconsin Assembly Representatives will be voting very soon on voting bills that may make it harder for many people with disabilities, older adults, and people of color to vote. The Wisconsin Disability Vote Coalition has put together this summary of how the bills would impact people.
