Disability Advocacy Day 2023
Mark your calendar for Thursday March 23rd! Disability Advocacy Day is a day-long event in Madison focused on connecting self-advocates with their legislators to talk about issues that matter to them. Attendees are expected to participate in the full day of activities.
School Boards Matter Forum
Many Wisconsin communities will vote for school board members in the April 4th election. School Boards have a major impact on a community. On Monday March 6th from 6p.m to 7:15p.m., the Wisconsin Disability Vote Coalition is hosting a forum about the important role of school boards. The panel includes school board members who are parents of children with disabilities. You will also receive resources and be better prepared to vote on April 4th!

- 2022 was a Historic Year for Disability Employment: According to a recent report, 2022 was a remarkable and histrionic year for employment for people with disabilities. Learn about how people with disabilities out performed those without disabilities.

- Caregiver Shortage Hitting Hard: The caregiver is shortage affects almost everyone in one way or another. Read about how it's hitting LGBTQ elderly and people with disabilities really hard.
- Funding Awarded for Housing for People with Disabilities: In January, HUD announced that it would provide $24.7 million for permanent affordable housing to people with disabilities. Find out what this funding will be used for.
- Great Resources: Direct care workers, also referred to as direct service workers, provide essential supports to older adults and people with intellectual and developmental disabilities, physical disabilities, and behavioral health needs. Check out these great resources that owe strategies and information on self-direction of home and community-based services, strengthening the direct service workforce (DSW) in rural areas, and emerging strategies for states.
- Electronic Visit Verification: Electronic visit verification (EVV) is required by federal law. All states have to collect visit information using an EVV system or they won’t get their full federal funding for Medicaid. It's in soft launch currently, but find out when hard launch will start.
- State Transition Plan: The Wisconsin Department of Health Services (DHS) received final approval on its Statewide Transition Plan from the Centers for Medicare & Medicaid Services. Learn what it includes.
- Collection of Disability Stats: A recent report addresses critical gaps in national and state data related to people with disabilities by synthesizing complex data from numerous U.S. federal agencies into accessible formats. Learn what the data revealed.
- Bill to Increase Caregiver Pay: U.S. Sen. Bob Casey, chairman of the U.S. Senate Special Committee on Aging, and U.S. Rep. Debbie Dingell have introduced legislation to expand access to home and community-based services (HCBS) for adults, people with disabilities and injured workers, while increasing pay and improving benefits for in-home caregivers. - Push to Make Transit Accessible: One in four adults in the US live with a disability; yet various public transportation continue to be inaccessible. Learn about how the Secretary of Transportation wants to make transit accessible for all.
- Future of Self-Directed Care: Self-directed care undeniably has a place in the future of home-based care. How big that place is, however, is still up in the air. Read about the benefits of self-directed. Learn about some of the benefits of self-directed care.

- Confusion about Ballot Return Assistance: As affirmed by an August 2022 Federal Court Order, people with disabilities have the right to receive assistance with all aspects of voting, including having a person of their choice deliver their ballot to their clerk or polling place. Disability Advocacy Day 2023
Disability Advocacy Day will be Thursday March 23rd in Madison. We're excited that it will be back in-person! Registration opens February 1st, and we'll be sending out a message with information and a link. We hope to see you there!
Wisconsin Courts Matter in the 2023 Election Virtual Forum
Join the Disability Vote Coalition on Zoom on Thursday February 9th 6:30p.m. to 7:45p.m. to hear from their panel of experts about why Wisconsin Courts Matter. On February 21 and April 4, Wisconsin voters will decide who serves on our courts, including an open Wisconsin Supreme Court seat. The winning Supreme Court candidate will be appointed for a ten year term. Depending on where you live, you may also vote for Court of Appeals or Circuit Court. |
State courts make decisions that affect our rights and liberties. They address issues like voting rights, education, mental health, access to healthcare, employment rights, guardianships, and more. Join them on February 9th to make sure you are prepared to vote. |

Disability Advocacy Day 2023
Mark your calendars! Disability Advocacy Day will be Thursday March 23rd. We're excited to announce it will be back in-person! More details will be coming after the holidays, but we wanted to be sure people save the date. We hope to see you there!
Center for Youth Voice, Youth Choice
BPDD has been working with a group of Youth Ambassadors as part of a project called CYVYC (Civic) it stands for Center for Youth Voice, Youth Choice.
The Board For People with Developmental Disabilities applied to be part of this national project. The goals of the project are: 1) to support states to promote alternatives to guardianship, so that fewer youth with intellectual or developmental disabilities (IDD) have legal guardians; and 2) to give youth opportunities to lead efforts to promote alternatives to guardianship. We are in year 2 or a 5 year project. The CYVYC project and it’s ambassadors are committed to working to promote the use of Supported Decision-Making and alternatives to guardianship for transition aged youth.
There are four ambassadors: Joran Anderson, Will Becker, Jennie Rojas, and Alesia Saffold. Ashley Mathy is mentor and Jordan also is a co-leader for the project.
About Supported Decision Making:
- Supported Decision-Making lets adults with disabilities get the help they need to make decisions while keeping all their rights.
- Supported Decision Making allows a person to identify Supporter(s) to help them get information, understand their options and tell others about their decisions.

The Supported Decision-Making agreement lets teachers, doctors, bankers, and other professionals know that the person has given the Supporter permission to hear, receive, and talk about information with them.
Self-Determination is being able to make choices about your life.
The more choices you make in your life, the better you will become at making choices.

- Public Health Emergency: The United States will keep in place the public health emergency status of the COVID-19 pandemic, allowing millions of Americans to still receive free tests, vaccines, and treatments. Read about why it was extended.
- Organizations Receive Funding: Forty-three organizations focused on home and community-based services received $12 million from the Wisconsin Department of Health Services. Find out what it will be used for.
- Self-Advocacy Fellowship: The Self-Advocacy Resource and Technical Assistance Center is now accepting applications for fellows for a one-year self-advocacy project. Applications due January 9th.

Let's Talk About Solutions to the Caregiver Crisis
During the 2022 Self-Determination Conference, InControl Wisconsin led a session about the Wisconsin Direct Workforce Crisis. We talked about “what if, what then” situations we all face as caregivers and people with disabilities that are brought on by no available paid workers. Everyone’s situation is different. Everyone’s story is important.
We want to hear from more people about their “what if, what then” scenarios. More importantly, we want you to feel open to share your ideas with each other about how to make things better.

The Survival Coalition (which InControl Wisconsin is part of) would like to thank everyone who took the Family Caregiver Survey. Here is a summary of the results. Survival Coalition recently held a press event sharing the results of the survey, and family caregivers and those with needing care shared their personal experiences and struggles about the caregiver shortage crisis. We encourage you to share your personal stories about the crisis and ask legislators to make helping family caregivers a priority in the next state budget.
November 8th Election
Wisconsin will hold a mid-term election on Tuesday November 8th. We want to thank the Wisconsin Disability Vote Coalition for providing us with the following information regarding absentee ballots.
Absentee Voting for the November 8th Election: New Guidance
Are you voting by mail for the November 8th election? Make sure you know your rights.
Ballot Return Assistance
An August 31st federal court order clarified that federal law protects the right of all disabled Wisconsin voters to receive assistance to mail or deliver their absentee ballots, or to assist with any part of the voting process.
Voters with a disability may request assistance with voting from a person of their choice, other than the voter’s employer or agent of that employer or officer or agent of the voter’s union. Voters should let their assistor know that clerks may ask their “assistor” to confirm that they are returning a ballot for a person with a disability. The voter and assistor should not have to fill out any forms or provide proof of disability.
Disability Rights Wisconsin (DRW) has guidance for voters who need assistance mailing or returning their absentee ballot:
Completing and Returning Your Ballot
Make sure your vote counts! Carefully follow the instructions for completing your absentee ballot and the certificate envelope. Make sure that your witness signs their name and records their complete address on the envelope including street number, street name, municipality, state and zip code. Clerks are no longer able to correct missing or incomplete witness address information.
Drop boxes are no longer allowed for ballot return. You will need to return your ballot by mail or deliver your ballot in person to your clerk or clerk’s office by Election Day.
- If you are mailing your completed ballot, be sure to allow plenty of time for mail delivery, to make sure your ballot arrives in time.
- If you or an assistor are delivering your ballot, it must be returned by 8 PM on Election Day.
- You may check with your Municipal Clerk to determine where your assistor should deliver your ballot. Find contact information for your Clerk on My Vote Wisconsin.

- Ruling Brings Sigh of Relief: Wisconsin voters with disabilities recently breathed a sigh of relief when a US District Judge said that voters with disabilities can receive assistance returning their ballot despite a state Supreme Court ruling. Learn what the judge based the ruling on.
- New Guidance for Voters: After a federal judge ruled that people with disabilities could receive assistance returning their ballot, the Wisconsin Elections Commission issued guidance about how people can assist. Find out what it says.
- iPad Loan Program: WisTech, Wisconsin's Assistive Technology Act Program, reminds everyone that we have iPads (including a mini and an iTouch) available for short-term loans for 30 days. Learn more about this program.
- 2022 ADA Transition Plan: WisDOT has published the 2022 Americans with Disabilities Act (ADA) Transition Plan. There is a public comment period open through Friday, September 30. Your feedback is very important, and we encourage you to take the time to participate in this opportunity.
- Transportation Survey: The National Aging and Transportation Center wants to hear about challenges and promising practices in providing accessible transportation to older adults and people with disabilities. Take their survey by September 28th.
- Call for Presenters: Applications are now being accepted to present at the 2023 Circles of Life Conference. Applications due October 28th.
- Home Care Industry: Home-based care will account for the majority of an estimated 1.2 million new jobs in the direct care workforce sector from now until 2030. Find out what a new report suggests the industry will need to do in order to keep up with the growth.
- Direct Care Worker Report: A report was recently released that provides a snapshot was the direct care workforce. Take a few minutes to look at it.
- Wisconsin Voters Relieved, but Not the Case Elsewhere: While Wisconsin voters with disabilities continue to breathe a sigh of relief after a federal judge ruled that the Voting Rights Act, which allows for voter assistance, trumps state law, voters in other states continue to fight over ballot assistance. Read about how laws in other states have made it difficult or impossible for some voters with disabilities to vote.

- SPARK Grants: Applications are now available for Sparks Grants. Sparks grants are available for grassroots groups that want to be more inclusive of people with disabilities, but are not sure how to do it. Applications are due September 10th.
- Flying Problems Continue: For travelers who wheelchairs or scooters, flying is an embarrassing and risky ordeal. Check out this article documenting a person who uses while navigating taking a flight.
- Key Disability Questions for Candidates: Midterm elections are happening in many states. Learn about five key questions that people with disabilities may want to consider when researching candidates.
- Input Needed on Long-Range Plan: The Administration for Community Living is seeking input from stakeholders in developing its 2024-2029 long-range plan. Participate in a listening session.

2022 Diehard Award Nominations
Do you know someone who goes above and beyond to improve community supports for individuals with disabilities? Do they support self-determination? Nominate them for a Diehard Award in one of the following two categories: Professional Advocate and Self-Advocate/Grassroots Advocate.
A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. Diehards go above and beyond to make sure everyone is counted. Awards will be presented Tuesday October 18th at the Self-Determination Conference. Nominations due by noon on August 15th. Nominate someone today!

- Advocacy Priorities Guide: The National Council on Independent Living released its 2022 Advocacy Priorities Guide. Check out this great resource.
- Watch: The Wisconsin workforce shortage is worsening partly because family caregivers are being overlooked. In this interview on Wisconsin Eye, experts discuss survey results, tell us what employers are saying, and share recommendations for improvement.
- Inaccessible Sidewalks and Streets: The Americans with Disabilities Act was signed into law almost 32 years ago, but, yet, there are several public places that still aren't accessible--especially streets and sidewalks. Read about what advocates hope the infrastructure bill will help with.

Family Caregiver Survey
Are you a family caregiver who provides care to a loved one?
Have you been unable to find direct care workers to hire? Are you picking up the pieces and filling in the gaps yourself?
Are you employed full or part time, or not working to make sure your loved one had the care they need?
Have you worried what would happen if you suddenly became unable to do your caregiving duties because of physical injury or illness?
You are not alone.
We need your stories to show the policy makers the reality of many people’s day to day lives.
Please take the Survival Coalition Family Caregiver Survey before June 17, 2022.
Survey results will be used to educate policy makers, shared with media outlets and advocates.

- New Medicaid Waiver Rule: Federal officials say they are moving forward with implementing a Medicaid rules that standardizes what counts as home-and-community-based services for people with disabilities. Read about what the rule entails.

- Vaccine Information Website Accessibility: After many complaints about vaccine information websites being inaccessible for many people with disabilities, the Department of Justice came out with a fact sheet highlighting the guidance on website accessibility requirements and describes some of the actions taken to address inaccessibility of COVID vaccine websites. - Core Standards for Information and Assistance in Self-Direction: A new resource has been developed to provide information to states regarding competencies and skills for professionals providing Information and Assistance in support of self-direction. Find out what this resource suggests.
- Partners in Business: The Wisconsin Board for People with Developmental Disabilities is looking for businesses to partner with who are interested in hiring people with developmental and intellectual disabilities. Grantees are awarded up to $25,000 and technical support from the Board. Applications due June 17.

Make your Voting Plan
It's an important election year! Wisconsin will hold two statewide elections. The Partisan Primary is August 8th and the General Election is November 9th. The Wisconsin Disability Vote Coalition has put together several different resources to help people make a plan for voting. You can also check out their website for even more resources. Start planning now, so you can make sure your vote counts!
The Self-Determination Network includes some very talented members and we want to help you to get to know each other a little better. Member Spotlight is a great way for us to get to know each other better.

The Self-Determination Channel is a YouTube channel by and for people with developmental or intellectual disabilities. Unlike other channels, the Self-Determination Channel stands stand out from other channels on YouTube because self-advocates host the videos, and decide and create the content. Videos are posted a couple times a month on a variety of topics self-advocates care about such as technology, employment, caregivers, independent living, and advocacy.
