  • Take the Survey: The National Survey on Health and Disability is an annual survey about health, quality of life, access to health care services, and the COVID-19 pandemic, concerning people with disabilities or health conditions. The survey closes September 2nd.
  • Continued Struggles for Family Caregivers: Family caregivers continue to be forced to pick up the slack due to the workforce shortage. Read about how the pandemic only made the situation worse. 
  • Lack of Hazard Pay for Caregivers: According to a recent study, more than half of US states didn't support caregivers with hazard pay or paid sick leave policies during the first 18 months of the pandemic. Learn about what else the study revealed.
  • Affects of Unwinding the Public Health Emergency Policies: A report was recently released about how unwinding the public health emergency policies is affecting those who have disabilities. Find out what the main issues seems to be. 
  • Vocational Rehabilitation Success: After a life-changing injury, a man in Price County was able to get back to doing what he loves thanks to help from the Department of Department of Vocational Rehabilitation. Read about what accommodations and technology he was able to get. 
  • Listen Now: National Public Radio did an interview to commemorate the 32nd anniversary of the Americans with Disabilities Act. It talks about the protections people have and what more is needed. Listen to the interview. 
  • Fact Sheet: To mark the 32nd anniversary of the Americans with Disabilities Act, the Biden-Harris Administration released a new fact sheet. Check it out! 
  • Voting Lawsuit: Recently, four Wisconsin voters with disabilities filed a lawsuit asking the federal court to ensure that voters can get assistance returning their ballot. Read about why this is so important. 
  • Employment Brief: The Administration for Community Living recently released a new brief summarizing research on Customized Integrated Employment. Find out what is being done to increase knowledge about the benefits of Customized Employment. 
  • Long COVID Reports: The Department of Health and Human Services released two reports on the effects of Long COVID. Learn what the reports are about. 
  • Partners in Policymaking: Applications for the next Partners in Policymaking class are now being accepted. Partners is a six weekend hybrid course that trains people how to advocate for policies and initiatives that support full participation and inclusion of people with disabilities. Applications due September 30th. 
  • SPARK Grants: Applications are now available for Sparks Grants. Sparks grants are available for grassroots groups that want to be more inclusive of people with disabilities, but are not sure how to do it. Applications are due September 10th. 
  • Flying Problems Continue: For travelers who wheelchairs or scooters, flying is an embarrassing and risky ordeal. Check out this article documenting a person who uses while navigating taking a flight. 
  • Key Disability Questions for Candidates: Midterm elections are happening in many states. Learn about five key questions that people with disabilities may want to consider when researching candidates. 
  • Input Needed on Long-Range Plan: The Administration for Community Living is seeking input from stakeholders in developing its 2024-2029 long-range plan. Participate in a listening session.

2022 Diehard Award Nominations 

Do you know someone who goes above and beyond to improve community supports for individuals with disabilities?  Do they support self-determination?  Nominate them for a Diehard Award in one of the following two categories: Professional Advocate and Self-Advocate/Grassroots Advocate. 

A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. Diehards go above and beyond to make sure everyone is counted. Awards will be presented Tuesday October 18th at the Self-Determination Conference. Nominations due by noon on August 15th. Nominate someone today!

  • Electronic Visit Verification Impedes Quality and Quantity of Care: In 2016, the CURES Act required all Medicaid-funded Personal Care Services and Home Health Services to implement Electronic Visit Verification. States have been working on getting a system set up; however, several issues have come up. Read about how a impact study found EVV tends to reduce quality and quantity of care. 
  • Funding Deadline Extended: The Department of Health Services announced that states would have an additional year to use the funding from the American Rescue Plan to enhance and expand home-and-community-based  services. Find out why this is great news. 
  • COVID Changed the Way the World Sees Disability: The pandemic has opened many people's eyes about disability. Learn about how many found their lives drastically changed and learning what it's like to have a disability. 
  • Disability and the Digital Divide: The Office of Disability Employment Policy in the Department of Labor has released a paper on the digital divide and disability.   • Medicaid and CHIP Report: The Medicaid and CHIP Payment and Access Commission released its 2022 report to Congress with various recommendations on how to improve Medicaid and CHIP.  Learn what those recommendations include. 
  • Take a Survey:  Are you a person with a disability who is working for an employer? Take this survey to about the wellness programs you participate in. 
  • Advocacy Priorities Guide: The National Council on Independent Living released its 2022 Advocacy Priorities Guide. Check out this great resource. 
  • Watch: The Wisconsin workforce shortage is worsening partly because family caregivers are being overlooked. In this interview on Wisconsin Eye, experts discuss survey results, tell us what employers are saying, and share recommendations for improvement.
  • Inaccessible Sidewalks and Streets: The Americans with Disabilities Act was signed into law almost 32 years ago, but, yet, there are several public places that still aren't accessible--especially streets and sidewalks.  Read about what advocates hope the infrastructure bill will help with. 
  • Accessible At-Home COVID Tests: The Biden-Harris Administration has launched a new initiative to expand the availability of at-home tests that are more accessible for people who are blind or have low vision. Learn about how they work. 
  • Report Illustrates Increased Risk of COVID for People with Disabilities: The CDC recently released findings from a comparison data on COVID cases and hospitalizations for two groups of Medicare beneficiaries. Learn what the report found. 
  • Program Helps Farmers Find Success: There are about 38000 farmers who have a disability or limitation in Wisconsin. Learn about a program that helps them succeed. 
  • Social Security Benefits Expected to Increase: People who receive Social Security and Supplemental Security Income will likely see a significant increase in their benefits next year. Find out why. 
  • Accessible Housing Training: The U.S. Department of Housing and Urban Development's Office of Fair Housing/Equal Opportunity (FHEO) will provide comprehensive virtual training on accessibility requirements of the Fair Housing Act for residential elements and spaces, including kitchens, bathrooms, routes, public and common-use areas, and structures Find out when more about this training. 
  • Court Ruling Concerns Advocates: A recent ruling by the Wisconsin Supreme Court bars drop boxes and restricts how voters return their ballots. Read about why this is concerning.

Family Caregiver Survey 

Are you a family caregiver who provides care to a loved one? 

Have you been unable to find direct care workers to hire? Are you picking up the pieces and filling in the gaps yourself? 

Are you employed full or part time, or not working to make sure your loved one had the care they need?

Have you worried what would happen if you suddenly became unable to do your caregiving duties because of physical injury or illness?

You are not alone.

We need your stories to show the policy makers the reality of many people’s day to day lives.

Please take the Survival Coalition Family Caregiver Survey before June 17, 2022

Survey results will be used to educate policy makers, shared with media outlets and advocates.

  • Public Health Emergency Unwinding Resource: The Centers for Medicare & Medicaid Services recently released a new resource to help states understand and meet legal requirements for Medicaid and other programs when the public health emergency ends. Check it out! 
  • Vaccine Information Website Accessibility: After many complaints about vaccine information websites being inaccessible for many people with disabilities, the Department of Justice came out with a fact sheet highlighting the guidance on website accessibility requirements and describes some of the actions taken to address inaccessibility of COVID vaccine websites. Learn what the fact sheet entails. 
  • Core Standards for Information and Assistance in Self-Direction: A new resource has been developed to provide information to states regarding competencies and skills for professionals providing Information and Assistance in support of self-direction. Find out what this resource suggests. 
  • Partners in Business: The Wisconsin Board for People with Developmental Disabilities is looking for businesses to partner with who are interested in hiring people with developmental and intellectual disabilities. Grantees are awarded up to $25,000 and technical support from the Board. Applications due June 17.

It's an important election year! Wisconsin will hold two statewide elections. The Partisan Primary is August 8th and the General Election is November 9th. The Wisconsin Disability Vote Coalition has put together several different resources to help people make a plan for voting. You can also check out their website for even more resources. Start planning now, so you can make sure your vote counts!

Join the Conversation: The Caregiver Crisis 

For many people with disabilities and their families, the caregiver crisis has become front and center in their lives.

There are thousands of hours of needed care are going unmet. People are not receiving the care they need. Whether you work for an agency trying to find caregivers for clients or a person who is trying to hire workers yourself, finding caregivers is almost impossible.

Lots of advocacy groups are trying to come up with a solution to this. When you need to find direct care workers, individually or with an agency, what are some unique ways it can be done? Do you have an idea of how to help improve the current situation we are in? What are some ways we can start to mitigate this issue?

If you could ask for one thing right now to fix the problem, what would it be?

Let’s brainstorm ideas here!

  • Hidden Costs: Two years into the pandemic, and many people with disabilities are facing hidden costs that most people don't even think about. Learn what some of these are. 
  • National Guard Assisting in Nursing Homes and Hospitals: Over 150 National Guard members recently completed CNA training and are assisting staff in hospitals and nursing homes. Read more about why this is. 
  • New Innovations Often Inaccessible: Through the pandemic, many new innovations have been created in the medical field. While great for most people, some of them aren't accessible to people with disabilities. Find out more about why some are inaccessible. 
  • A Vision of a Great Self-Direction Program: A recent paper was published by former InControl board member and forever friend,  Lynn Breedlove, entitled, " What Would a Great Self-Direction Program Look Like?" He lays out the information framework for what an ideal self-direction program would look like. This is meant to be conversation starter. What do you think? Do you have other ideas? 
  • Web Accessibility Guidance: The U.S. Department of Justice (DOJ) has published guidance on web accessibility and the Americans with Disabilities Act (ADA) to inform state and local governments and businesses open to the public on how to ensure their websites are accessible to people with disabilities. Learn about what the guidance explains.
  • Real Pay for Real Jobs Initiative: The U.S. Department of Education’s Rehabilitation Services Administration (RSA) invites applications for the Subminimum Wage to Competitive Integrated Employment (SWTCIE) demonstration project, aimed at increasing access for people with disabilities to jobs that pay good wages. Submissions are due June 21. 
  • Voting Worries: Due to recent court rulings, many people with disabilities in Wisconsin are concerned about their ability to vote. Read about what the rulings could mean.
  • States Efforts to Address Workforce Shortage: This brief looks at state Medicaid efforts to address the Home-and-Community-Based Services workforce shortage. Learn about what states are doing. 
  • Inclusive Coffee Shop: A new coffee shop in Waukesha, focused on inclusiveness, recently opened. Find out what makes this shop unique.
  • Robots in the Classroom: The use of artificial intelligence has skyrocketed in recent years. People with disabilities often can increase their independence with the use of it. Read about how robots are helping students with disabilities in the classroom. 
  • Proposed Rule to Improve Accessibility on Laboratories on Single-Aisle Aircraft: The Department of Transportation is seeking public comment a rule that would improve accessibility of laboratories on new single-aisle airplanes. Comments can be submitted until May 21.
  • History Made at the Oscars: A movie featuring predominately people with disabilities made history at this year's Oscars. Find out what film it was. 
  • Boost to Money Follows the Person Program: The Centers for Medicare & Medicaid recently announced a $110 million boost to the Money Follows the Person program. Learn about what this will help with. 
  • Voter Experience Survey: The League of Women Voters is conducting a Voter Experience survey to hear from voters about their experience in the April 5th election. Take the survey now.

Time to Start Planning for the Spring Election 

The Spring Election is coming up April 5th. There are several things you should have an understanding about before going to the polls or filling out your absentee ballot. The Wisconsin Disability Vote Coalition has put together a toolkit for the Spring Election. It has fact sheets, timelines, and other resources you can look at to help you with the voting process. Remember, voting is an important part of advocating for what you want changed.

  • The Rage Fund Survey: Anna posted a survey seeking information to understand the needs of people who use in-home care providers. The hope is to use the information to develop more responsive solutions. Please consider taking the survey if you use in-home caregivers. 
  • Disparities in Caregiving: A research brief was recently released detailing the caregiver workforce by gender and race / ethnicity. Learn about the need for policy and practice interventions to address these disparities in the workforce. 
  • Input Needed: The National Institute Of Health is seeking input on its framework for the Strategic Plan for Diversity, Equity, Inclusion, and Accessibility. Comments due April 3.
  • Insurance Coverage of At-Home COVID Tests:  The Administration for Community Living has released a fact sheet about insurance coverage for at-home COVID tests. Find out ways that you may be able get at-home tests for no cost. 
  • Guidance for Health Care Providers: Recently, new guidance was issued for health care providers working with people with disabilities. The guidance is meant to ensure people with disabilities aren't discriminated against in accessing health care during the COVID public health emergency. Learn more about what the guidance says.
  • Alternatives to Guardianship Website: The Center for Youth Voice, Youth Choice recently launched a website with resources about alternatives to guardianship. Check it out!  
  • Caregiving Report: The National Alliance for Caregiving has published a 2021 national report, "Caregiving in a Diverse America: Beginning to Understand the Systemic Challenges Facing Family Caregivers," which was based on results of the Caregiving in the U.S. 2020 study. Learn what the study revealed.
  • COVID Response and Recovery Fact Sheet: The Biden Administration released a fact sheet that lays out steps to address the needs of people with disabilities in response and recovery of COVID.

Registration is now open for Disability Advocacy Day of Change which will be held virtually on March 16, 2022. It's a event focused on connecting Disability Advocates with their legislators to talk about issues important to them. Attendees are expected to participate in the morning briefing and call their legislators in the afternoon. Registration deadline is March 8. Register today

  • Vaccine Mandates: Despite the Supreme Court blocking wider mandates, some support workers working with people with disabilities will still be required to be vaccinated. Read about what the Court decided. 
  • High Hopes for Legislation: Disability advocates have high hopes that the Build Back Better Act will bring some much needed increases for Home-and-community-based services. Learn about what advocates are hoping. 
  • Input Needed: The Office of Science and Technology is looking for input on how technologies are used, or could be used, to better community health, individual wellness, and health equity. Comments are due by February 28. 
  • Workforce Strategies: As we all know, for years there has been a national shortage of direct care workers. In a recent report done by the Center for Health Care Strategies, four key recommended. Learn what they are. 
  • 2020 Caregiving Study: The National Alliance for Caregiving released its report with the results of the Caregiving in the US 2020 study. Find out what the study found.
  • Lack of Candidates: Despite over a million people with disabilities wanting to work, new research shows that a key barrier to hiring people with disabilities is the lack of candidates.  Read about other factors that contribute the lack of disability representation in the work place. 
  • Wisconsin Youth Leadership Forum: The Wisconsin Youth Leadership Forum (YLF) is a week-long, overnight leadership training and career awareness program for high school sophomores, juniors and seniors with disabilities. Applications due April 1.
  •  Helpful Resource: The National Center for Advancing Person-Centered Practices and Systems compiled a list of helpful resources for person-centered practices and related activities to enhance work supporting people with disabilities and older adults with long-term services needs. Check it out! 
  • Medical Diagnostic Equipment: A final rule has been issued related to standards for medical diagnostic equipment. Learn about what the rule requires.
  • Input Needed: The Federal Communications Commission is seeking comments on an action to improve the clarity and accessible of visual Emergency Alert System messages to the public, particularly to people who are Deaf or hard of hearing. Comments due on March 28.

In December, we shined the spotlight on Stefanie. Growing up with a sibling with a disability shaped her outlook and passion in life. She enjoys making self-determination the center of peoples lives. Stop by and get to know Stefanie in the December Member Spotlight

This month, we shined the spotlight on Jen This outgoing self-advocate does everything she can to change the world’s perception of Down Syndrome. She encourages everyone to advocate to achieve their girls and to set high expectations. Check out this month's Member Spotlight to get to know Jen.

"If we can send civilian tourists to space, we should be able to take flights in airplanes without our vital equipment being damaged. Unfortunately, I don’t foresee anything changing anytime soon. We, as a disability community, have to continue to make sure that we are seen and heard. That’s the only way changes are going to happen."


In December's journal entry, Stacy talked about how we are now sending tourists to space, but, yet, people who use wheelchairs can't fly in an airplane without worrying about our chairs being wrecked. Something doesn't add up - - she discussed how we need to make everything inclusive. Do you agree with her?

"I don’t have the solution to this massive issue. While I do think adequate pay and maybe some benefits would help, I don’t think that’s the whole issue either. People don’t want to work period. When you have an overall lack of enthusiasm to work and can make more money not working, how can you blame them?"

  • Assistive Technology Brief: The National Assistive Technology Act Technical Assistance and Training Center released a new issue brief that describes how AT Act programs are supporting people who are experiencing long-term effects of COVID. Learn what these programs offer. 
  • EVV Study: A research firm recently did a study on the affects Electronic Visit Verification (EVV) has on care. Find what what the study revealed.
  • Video Games Open Doors: Advancements in video game technology have made it possible for people with disabilities and health conditions to be able to experience outdoor environments without having to leave their house. Read about video games have become an unusual assistive technology tool. 
  • "Silent Majority": Why doesn't the disability community have more political power? There are over 61 million people living with a disability and yet  they still have little involvement in the political arena. Read more about how the disability community continues to lack in politics. 
  • Largest Home-and-Community-Based Services Increase Moves Forward: A $1.9 trillion bill that includes many different supports for home-and-community-based care and senior services was passed by the House of Representatives recently. Read about what this bill would include. 
  • Take Survey: The Southwest ADA Center is conducting a study on video game accessibility for people with disabilities. The survey closes February 28.
  • Airport Program: Mitchell International Airport in Milwaukee recently launched a program to assist adult travelers who have disabilities. Find out how the program works. 
  • Accessible Routes at Historical Museum: Recently, the Smithsonian Museum of Natural History held a ribbon-cutting ceremony to celebrate the installation of new sloped walkways for accessible entry on the National Mall side of the 111-year-old building. Read more about the accessibility change. 
  • State Transition Plan Submitted: The Wisconsin Department of Health Services (DHS) has submitted the updated statewide transition plan for final approval to the Centers for Medicare & Medicaid Services (CMS). Learn what changes were made. 
  • Cracking Down on Caregiver Mistreat: Federal officials are working to make sure that paid caregivers aren't being taken advantage of.  Learn about what the Department of Labor is doing to try to prevent some of the mistreatment. 
  • Rate Increase: The Wisconsin Medicaid reimbursement rates for home-and-community-based services went up 5%. Learn what programs this applies to. 
  • The Affordable Connectivity Program: The Federal Communications Commissions  launched a longer-term program to replaced the Emergency Broadband Benefit Program. Read about what the program would help ensure.

National Family Caregiver Month

November is National Family Caregiver Month. The Survival Coalition, the Wisconsin Aging Advocacy Network, and the Wisconsin Family Caregiver Alliance released this three minute video to listen to some of the challenges facing family caregivers across Wisconsin: See Us: Wisconsin's Invisible Family Caregivers

Without this essential support from dedicated family members, many older adults and people with disabilities would not be able to live in their own homes and would be forced into expensive Medicaid-funded institutional settings. We encourage you to share this video with your legislators and tell them your story.

  • Landmark Bill Introduced: New legislation was recently introduced that would create add-on plans for Medicare Home Health Benefit that would allow providers to mix in telehealth, transportation, personal care, and other services. Learn more about this new bill. 
  • Benefits Increase: It was recently announced that Supplemental Security Income and Social Security will get a significant increase in 2022. Find out how much it will increase. 
  • Workforce Study: A study was done about the workforce displacement and re-entry during the pandemic among direct care workers and workers other jobs. Find out what the study revealed.
  • Technical Bulletins: The U.S. Access Board has released technical bulletins on accessibility to lavatories and sinks, washing machines and clothes dryers, and saunas and steam rooms. Read about what they specify
  • Workforce Safety: Due to the nature of the job, home care workers are at increased risk for experiencing workplace violence. Learn how the Occupational Safety and Health Administration is doing to try to prevent this. 
  • Federal Funding Increases Home Care Services: The Department of Health and Human Services unveiled a plan how to use funds to expand home-and-community-based services. Learn what they are planning to do. 
  • Public Comment Needed on Voting Access Recommendations: The National Institute on Standards and Technology is seeking public comment on recommendations for addressing voting access for people with disabilities. Public comment closes November 22.
  • Boost in Home-and-Community-Based Services: President Biden is moving forward with his push for the biggest increase to home-and-community-based services in 40 years. Learn what services this could improve.
  • Transportation Grant Opportunity: The U.S. Department of Transportation’s Federal Transit Administration (FTA) announced the availability of $3.5 million in Fiscal Year 2021 competitive grant funding for projects that improve access to vital services for older adults and people with disabilities, and in low-income communities. Proposals due December 6.
  • Family Caregiver Campaign: Due to the caregiver shortage across the country, family caregivers are overwhelmed and feeling the brunt of it. Find out what three policy changes advocates are  highlighting that would help family caregivers.
  • Assistive Technology Survey: WisTech is looking ahead to 2022 and would like your input on what training topics you are interested in.  The survey closes December 10.
  • Electronic Visit Verification Hard Launch Delayed: The Wisconsin Department of Health Services announced that they are delaying the hard launch of Electronic Visit Verification. Read more about the plan.

Registration Closes Wednesday October 13th!

There's still time to register for this year's Self-Determination Conference. It will be held virtually October 18-20.You'll be able to learn from self-advocates who are living their best and most creative lives and get the latest information about how to self-direct your supports: inspiring employment, health solutions, housing options, financial opportunities, and so much more!
