State Budget Advocacy: There is Still Time to Advocate!

This week, the legislative's Joint Finance Committee is making decisions on several budget items that can impact people with disabilities. Tomorrow, June 15th, the committee will be deciding on the Department of Health Services budget. This budget includes includes many disability programs and issues including Family Care, IRIS, caregiver wages, Guardianship Support Center, and Adult Protective Services. We encourage people to call or email your legislators and let them know what priorities you want in the state budget.

This month, we shined the spotlight on Jenny. After a tragic accident changed her life, this amazing lady made the decision to be a person who aspires to live life to the fullest.   • Wheelchair Elevation:  The Centers for Medicare and Medicaid Services recently announced that Medicare will now cover seat elevation devices for power wheelchairs. Learn more about this decision.
  • Health Data Report: Reliable health data is important to supporting people with intellectual and developmental disabilities. Being counted is a health equity and civil rights issue. Although data collection about people with disabilities generally has improved in recent decades, there is still not enough information on how many people with I/DD live in the U.S., how healthy they are, and what things affect their health. Take a look at the report that the Administration for Community Living put together from a summit they put together in 2022 focused on health equity, remaining gaps, and priorities for the future.
  • The Wait for Services: More than half a million Americans with intellectual and developmental disabilities are currently waiting for government funding for long-term care in their homes. Find out what some states are doing to clear waitlists.
  • Advocates Advocate for Significant Pay Increases for Caregivers: It's no secret that Wisconsin advocates for people with disabilities and the elderly have been tiredlessly advocating for better pay for caregivers.  Learn what advocates are asking for in the state budget.
  • Inclusive Stock Photos: Generally, stock photos often don't include people with disabilities. Read about how the Consumer Product Safety Commission is working to change that.
  • Public Comment Needed on Diagnostic Equipment: Medical diagnostic care is essential to everyone, including people with disabilities, and often requires people to transfer onto diagnostic equipment. The U.S. Access Board has issued a notice of proposed rulemaking on standards for accessible medical diagnostic equipment. Public comments are due July 24th.
  • Project SEARCH: Project SEARCH provides vocational training for people with disabilities. Learn about how the program helps high school students transition into the workforce.
  • Google Maps are More Accessible: With a minor change, Google is making it more obvious to users whether businesses and other public places are accessible to people with disabilities.  Find out what small change made this possible.
  • WisCaregiver Connection Workforce Platform: In partnership with UW-Green Bay, the Wisconsin Department of Heath Services have developed a training program to help 10,000 caregivers become certified direct care professionals. They also have developed a new workforce platform that will connect employers and job seekers. Find out more about these new programs.
  • Protype of Wheelchair Seat on Planes: Delta has introduced a prototype of a new seat that would allow airlines to let passengers to stay in their wheelchairs in the cabin. Learn more about the design.

 The Ongoing Caregiver Crisis 

In late April, the Survival Coalition put on a press event about how the ongoing caregiver caregiver crisis is really affecting people's lives. The results of 2023 caregiver survey that the Survival Coalition recently did will be released very soon, and the preliminary results indicate the impact of the care worker shortage has significantly increased since the initial survey was conducted last year. We encourage people to keep sharing their caregiver stories with legislators and remind them that caregiving needs to be a priority in the budget.

  • Fact Sheet: Recently, the Biden administration announced the most comprehensive set of actions an administration has taken to improve care and support caregivers (including family caregivers). Learn about some of the directives to expand affordable and high-quality care and provide support for caregivers.
  • Care Workforce Not Keeping Pace: Research continues to show that the size of the home care workforce isn't keeping pace with home-and-community-based services. Read about how improving access to HCBS will require not only expanded insurance coverage but also new workforce investment.
  • Supporting People with Invisible Disabilities: Invisible disabilities, as the name suggests, are disabilities that are not immediately apparent to others. Learn about ways leaders can support people who have invisible disabilities.
  • Ending of the Public Health Emergency: The public health emergency from COVID-19 has now ended. Learn about some of the implications this may have on Medicaid HCBS programs, including workforce challenges and reductions in access to care.
  • Wisconsintes with Disabilities Could Help Workforce Shortage: People with disabilities in Wisconsin could help solve the labor shortage, but recruitment efforts often disregard the population. Find out why there's such a mismatch between employers and people with disabilities.
  • Input Needed: The Centers for Medicare & Medicaid Services published a proposed rule, Ensuring Access to Medicaid Services (Access Rule) to improve access to — and quality of — Medicaid services and promote health equity across the Medicaid program. The proposed rule applies to all Medicaid services, including the home and community-based services (HCBS) that are vital to people with disabilities and older adults. Comments must be received by July 3.
  • The Influence of Disability in a Changing World:  Change is inevitable yet within the arc of the disability narrative we have seen profound transformations happening over years starting with civil rights to the evolution of business, representation, and a revolution through a broad cultural zeitgeist that is redefining our understanding of the disability experience. Read this interesting reflection.
  • Report on Equity and Access: A new report examines current research on equity, inclusion, and access for the 61+ million individuals in the United States with disabilities in key social determinants of health including employment, transportation, healthcare, and education. Learn what it revealed.
  • New Funding to Support Family Caregivers: The Administration for Community Living recently announced a new funding opportunity for an initiative to support family caregivers. Applications are June 26th.
  • Advisory on Loneliness and Isolation: A new advisory notes that older adults and people with disabilities are among the populations with the highest numbers of loneliness and isolation. Find out what recommendations are suggested.
  • Fall Internship Opportunity: The American Association of People with Disabilities is seeking applicants for their fall internship program. The internship program places students and recent graduates in a paid program that builds leadership skills, explores career opportunities, and enriches connections in the disability community. Applications are due June 8lth.
  • Bipartisan Bill Would Eliminate Derogatory Language: A new bipartisan bill is going around that would eliminate "outdated and derogatory" language on intellectual disability from federal law. Learn more about this bill.
  • Bill Focusing on Strengthening Direct Care Workforce: A group of lawmakers has introduced legislation that not only focuses on improving conditions for professional caregivers, but family caregivers as well.  Find out what this bill would do.
  • Improving Air Travel: For many years, flying has been challenging for many people with disabilities. Read about a bill that would track damaged mobile aids and start research on designing planes that would allow people to stay in their mobility devices while flying.
  • Addressing Disability Discrimination in Health Care: Two years after the feds suggested that they were going to update regulations to prevent health care providers from discriminating against people with disabilities, but advocates are still waiting for that to happen. Read about how advocates are pressuring lawmakers to urgently update regulations related to the Rehabilitation Act.

Survival Coalition Survey: The Face of Caregiving


The Survival Coalition (which InControl Wisconsin is a member of) needs your help to put a real face on the dire impacts the caregiver crisis is having! It is critical that policymakers hear personal stories from across the state on the impacts the caregiver crisis is having on people with disabilities, older adults, and family caregivers, filling in gaps. We also need to hear from care workers who are being driven from the profession by low pay and no benefits. The goal of the survey is to share your stories directly with policymakers as they craft the state budget and with the media to draw attention to the crisis. Take the survey by April 26th!

State Budget Advocacy

Late in February, Governor Evers released his 2023-2025 budget proposal.  There is one more Joint Finance Committee listening session in Minocqua on April 26th. We strongly encourage people to attend if you're able. If you were unable to attend any of the sessions in-person, you can submit comments here. The Survival Coalition put together an analysis of the proposal from a disability perspective.  The Caregiver Crisis Coalition also has created a proposal that addresses many aspects of the caregiver crisis. We encourage you to use these documents while submitting your comments and talking to your legislators about what you'd like to see in the budget.

Are you interested in presenting at the 2023 Self-Determination Conference?  The Wisconsin Board for People with Developmental Disabilities is seeking session proposals for Tuesday, October 17 & Wednesday, October 18, 2023.  Proposals are due by noon on May 12th. Submit a proposal today!

Check out these resources Disability Rights developed  that explains how to determine if you retain  or lost the  right  to vote, and, if you have lost the right to vote, how to petition the court to restore it.

  • Proposed Change to Benefits: A new proposal from the Social Security Administration would make life easier for millions of disabled Americans whose friends or family help them out with food. Learn more about the proposal.
  • Making Caregiving a Career: By 2030, more than 1 in 5 people in the United States are expected to be ages 65 and older, and nearly 70% of all adults who reach age 65 will eventually require some type of long-term services and supports. Read about how there are several caregiver occupations in the home health care industry that are growing.
  • Disability Inclusion: Disability inclusion means intentionally cultivating environments where all can flourish. It means taking action to make change happen. It means including disabled consumers. While corporations are slow to latch onto the idea, read  about how small steps are leading to great progress.

Disability Advocacy Day 2023

Mark your calendar for Thursday March 23rd! Disability Advocacy Day is a day-long event in Madison focused on connecting self-advocates with their legislators to talk about issues that matter to them. Attendees are expected to participate in the full day of activities.

School Boards Matter Forum

Many Wisconsin communities will vote for school board members in the April 4th election. School Boards have a major impact on a community. On Monday March 6th from 6p.m to 7:15p.m., the Wisconsin Disability Vote Coalition is hosting a forum about the important role of school boards. The panel includes school board members who are parents of children with disabilities. You will also receive resources and be better prepared to vote on April 4th!

  • 2022 was a Historic Year for Disability Employment: According to a recent report, 2022 was a remarkable and histrionic year for employment for people with disabilities. Learn about how people with disabilities out performed those without disabilities.
  • Program Helps Gain Work Experience: Thanks to an internship program, young adults with disabilities are getting connected with career opportunities in the Chippewa Valley. Find out what the program entails.
  • Caregiver Shortage Hitting Hard: The caregiver is shortage affects almost everyone in one way or another.  Read about how it's hitting LGBTQ  elderly and people with disabilities really hard.
  • Funding Awarded for Housing for People with Disabilities: In January, HUD announced that it would provide $24.7 million for permanent affordable housing to people with disabilities. Find out what this funding will be used for.
  • Great Resources: Direct care workers, also referred to as direct service workers, provide essential supports to older adults and people with intellectual and developmental disabilities, physical disabilities, and behavioral health needs. Check out these great resources that owe strategies and information on self-direction of home and community-based services, strengthening the direct service workforce (DSW) in rural areas, and emerging strategies for states.
  • Electronic Visit Verification: Electronic visit verification (EVV) is required by federal law. All states have to collect visit information using an EVV system or they won’t get their full federal funding for Medicaid. It's in soft launch currently, but find out when hard launch will start.
  • State Transition Plan: The Wisconsin Department of Health Services (DHS) received final approval on its Statewide Transition Plan from the Centers for Medicare & Medicaid Services. Learn what it includes.
  • Collection of Disability Stats:  A recent report addresses critical gaps in national and state data related to people with disabilities by synthesizing complex data from numerous U.S. federal agencies into accessible formats. Learn what the data revealed.
  • Bill to Increase Caregiver Pay: U.S. Sen. Bob Casey, chairman of the U.S. Senate Special Committee on Aging, and U.S. Rep. Debbie Dingell have introduced legislation to expand access to home and community-based services (HCBS) for adults, people with disabilities and injured workers, while increasing pay and improving benefits for in-home caregivers. Read about how this would help.

Disability Advocacy Day 2023

Disability Advocacy Day will be Thursday March 23rd in Madison. We're excited that it will be back in-person! Registration opens February 1st, and we'll be sending out a message with information and a link.  We hope to see you there!  

Wisconsin Courts Matter in the 2023 Election Virtual Forum

Join the Disability Vote Coalition on Zoom on Thursday February 9th 6:30p.m. to 7:45p.m. to hear from their panel of experts about why Wisconsin Courts Matter. On February 21 and April 4, Wisconsin voters will decide who serves on our courts, including an open Wisconsin Supreme Court seat. The winning Supreme Court candidate will be appointed for a ten year term. Depending on where you live, you may also vote for Court of Appeals or Circuit Court.
State courts make decisions that affect our rights and liberties. They address issues like voting rights, education, mental health, access to healthcare, employment rights, guardianships, and more. Join them on February 9th to make sure you are prepared to vote.

Disability Advocacy Day 2023

Mark your calendars!  Disability Advocacy Day will be Thursday March 23rd. We're excited to announce it will be back in-person!  More details will be coming after the holidays, but we wanted to be sure people save the date.  We hope to see you there!  

Center for Youth Voice, Youth Choice

BPDD has been working with a group of Youth Ambassadors as part of a  project called CYVYC (Civic) it stands for Center for Youth Voice, Youth Choice.

The Board For People with Developmental Disabilities applied to  be part of this national project. The goals of the project are: 1) to support states to promote alternatives to guardianship, so that fewer youth with intellectual or developmental disabilities (IDD) have legal guardians; and 2) to give youth opportunities to lead efforts to promote alternatives to guardianship. We are in year 2 or a 5 year project. The CYVYC  project and it’s ambassadors are committed to working to promote the use of Supported Decision-Making and alternatives to guardianship for transition aged youth. 

There are four ambassadors: Joran Anderson, Will Becker, Jennie Rojas, and Alesia Saffold. Ashley Mathy is mentor and Jordan also is a co-leader for the  project.

About Supported Decision Making:

  • Supported Decision-Making lets adults with disabilities get the help they need to make decisions while keeping all their rights. 
  • Supported Decision Making allows a person to identify Supporter(s) to help them get information, understand their options and tell others about their decisions.
  • The Supported Decision-Making agreement lets teachers, doctors, bankers, and other professionals know that the person has given the Supporter permission to hear, receive, and talk about information with them.

Self-Determination is being able to  make choices about your life.

The more choices you make in your life, the better you will become at making choices.

During the 2022 Self-Determination Conference, InControl Wisconsin led a session about the Wisconsin Direct Workforce Crisis.  We talked about “what if, what then” situations we all face as caregivers and people with disabilities that are brought on by no available paid workers.  Everyone’s situation is different. Everyone’s story is important.

We want to hear from more people about their  “what if, what then” scenarios. More importantly, we want you to feel open to share your ideas with each other about how to make things better.

Survival Coalition Family Caregiver Survey Results 

The Survival Coalition (which InControl Wisconsin is part of) would like to thank everyone who took the Family Caregiver Survey. Here is a summary of the results. Survival Coalition recently held a press event sharing the results of the survey, and family caregivers and those with needing care shared their personal experiences and struggles about the caregiver shortage crisis. We encourage you to share your personal stories about the crisis and ask legislators to make helping family caregivers a priority in the next state budget. 

November 8th Election 

Wisconsin will hold a mid-term election on Tuesday November 8th. We want to thank the Wisconsin Disability Vote Coalition for providing us with the following information regarding absentee ballots. 

Absentee Voting for the November 8th Election: New Guidance

Are you voting by mail for the November 8th election?  Make sure you know your rights. 

Ballot Return Assistance

An August 31st federal court order clarified that federal law protects the right of all disabled Wisconsin voters to receive assistance to mail or deliver their absentee ballots, or to assist with any part of the voting process.

Voters with a disability may request assistance with voting from a person of their choice, other than the voter’s employer or agent of that employer or officer or agent of the voter’s union. Voters should let their assistor know that clerks may ask their “assistor” to confirm that they are returning a ballot for a person with a disability. The voter and assistor should not have to fill out any forms or provide proof of disability. 

Disability Rights Wisconsin (DRW) has guidance for voters who need assistance mailing or returning their absentee ballot:

Completing and Returning Your Ballot

Make sure your vote counts!  Carefully follow the instructions for completing your absentee ballot and the certificate envelope. Make sure that your witness signs their name and records their complete address on the envelope including street number, street name, municipality, state and zip code. Clerks are no longer able to correct missing or incomplete witness address information.

Drop boxes are no longer allowed for ballot return. You will need to return your ballot by mail or deliver your ballot in person to your clerk or clerk’s office by Election Day.  

  • If you are mailing your completed ballot, be sure to allow plenty of time for mail delivery, to make sure your ballot arrives in time.
  • If you or an assistor are delivering your ballot, it must be returned by 8 PM on Election Day.
  • You may check with your Municipal Clerk to determine where your assistor should deliver your ballot. Find contact information for your Clerk on My Vote Wisconsin.

"People adjust things to meet their needs all the time. While most of the time, adjustments are so minor that people don’t even realize that they’re making the change, some adjustments can have more of an impact. For many people with physical disabilities, making adjustments is a major part of our lives."

In this month's journal entry, Stacy talks about how unconventional adaptations often are the key to making things functional for people with disabilities. What unconventional modifications have you made to make your life easier?

The Self-Determination Channel is a YouTube channel by and for people with developmental or intellectual disabilities. Unlike other channels, the Self-Determination Channel stands stand out from other channels on YouTube because self-advocates host the videos, and decide and create the content. Videos are posted a couple times a month on a variety of topics self-advocates care about such as technology, employment, caregivers, independent living, and advocacy.

  • Adult Changing Tables: Most people don't think twice about the ability to use a public restroom, but, for some people with different abilities, using the restroom requires accommodations that aren't readily available in most public places. Read about how one county in Wisconsin is purposing that adult changing stations be installed in  county faculties with the highest foot traffic.
  • Outdoor Accessibility: More people started visiting their local and state parks at the start of the COVID-19 pandemic, but who has access to those outdoor spaces? Listen to this interview to learn about what's being done to make outdoor spaces more accessible.
  • Marriage Equality: For many people with disabilities, marriage is a tricky topic. Those who receive Social Security benefits often have to make the tough decision to not get legally married because they would lose their benefits they rely on. Read about how disability advocates continue to talk with legislators in hopes to make changes happen.
  • Battle Continues over Rideshare Accessibility: Disability advocates continue to advocate for wheelchair accessible vehicles to be available in ride share companies such as Uber and Lyft.  Learn why companies are arguing they're not required to follow the Americans with Disabilities Act. 
  • Increase in Representation: A new study found that representation among adults who have Autism and development disabilities is growing.  Find out where the increase is being seen.  
  • Supplemental Security Income Benefits Fall Short:  Because of a quirk in the calendar, people receiving Supplemental Security Income will receive two payments in September, but none in October. The average monthly benefit is  $624 per month, but many people feel it isn't enough. Read about why many people feel it isn't enough.
  • Ruling Brings Sigh of Relief: Wisconsin voters with disabilities recently breathed a sigh of relief when a US District Judge said that voters with disabilities can receive assistance returning their ballot despite a state Supreme Court ruling. Learn what the judge based the ruling on.
  • New Guidance for Voters: After a federal judge ruled that people with disabilities could receive assistance returning their ballot, the Wisconsin Elections Commission issued guidance about how people can assist. Find out what it says.  
  • iPad Loan Program: WisTech, Wisconsin's Assistive Technology Act Program, reminds everyone that we have iPads (including a mini and an iTouch) available for short-term loans for 30 days. Learn more about this program.
  • 2022 ADA Transition Plan: WisDOT has published the 2022 Americans with Disabilities Act (ADA) Transition Plan. There is a public comment period open through Friday, September 30. Your feedback is very important, and we encourage you to take the time to participate in this opportunity. 
  • Transportation Survey: The National Aging and Transportation Center wants to hear about challenges and promising practices in providing accessible transportation to older adults and people with disabilities. Take their survey by September 28th.
  • Call for Presenters: Applications are now being accepted to present at the 2023 Circles of Life Conference.  Applications due October 28th.
  • Home Care Industry: Home-based care will account for the majority of an estimated 1.2 million new jobs in the direct care workforce sector from now until 2030. Find out what a new report suggests the industry will need to do in order to keep up with the growth.
  • Direct Care Worker Report: A report was recently released that provides a snapshot was the direct care workforce.  Take a few minutes to look at it.
  • Wisconsin Voters Relieved, but Not the Case Elsewhere: While Wisconsin voters with disabilities continue to breathe a sigh of relief after a federal judge ruled that the Voting Rights Act, which allows for voter assistance, trumps state law, voters in other states continue to fight over ballot assistance.  Read about how laws in other states have made it difficult or impossible  for some voters with disabilities to vote.
