Registration for the 2018 Self-Determination Conference is Now Open
Registration for the 2018 Self-Determination Conference is now open! The annual conference works to empower people with disabilities in Wisconsin to have more control over their lives. More than 600 people each year participate in the conference to learn more about self-determination and Self-Directed Supports so they can live independently, be members of their communities, and use public funds efficiently. The conference participants include people with disabilities and their family members, direct care providers, and professionals from Wisconsin’s disability community. Conference Scholarships will be available until September 7, 2018 or until funds run out. There are a limited number of scholarships available and they are determined on a first come, first serve basis. Early bird registration ends August 30. Learn more and register today!
Direct Care Worker Shortage Stories Wanted
Wisconsin lawmakers need to hear from real people about the impact the direct care workforce crisis is having on your life! Aging and disability advocates are collecting stories about the direct care workforce crisis. We want to hear from everyone—people who need direct care workers, family caregivers and direct care workers—about why direct care workers are important and how the crisis is impacting people. Please submit your story using the following form by August 1: https://goo.gl/forms/tER259RStNwNDBJJ3. If you are willing to share a picture to go along with your story, you can email photos to wiworkforcestories@gmail.com.
Transportation Survey
Transportation is consistently identified as a top concern for older adults and people with disabilities. The Survival Coalition wants to hear how your transportation options—or lack of options—impact your life. The results of this survey will be used by Survival Coalition to inform policymakers on how Wisconsin can improve transportation for older adults and people with disabilities. Please share this survey with your family, friends, and others interested in improving transportation for older adults and people with disabilities, and encourage them to take this survey by July 30th, 2018.

- Home Modification Grant Opportunity: Home modifications and repairs can help older adults age in place and maintain their independence. Learn about a grant intended to address barriers to optimal access to and use of home modifications that support aging in place.
- Spike in Community Living Spending: According to a recent report, there has been a major increase in government spending on home and community based services. Find out what this is largely due to.
- Medicare and Mental Health: The Affordable Care Act expanded Medicare's coverage to include important therapies to keep people with mental illnesses from needing in-patient treatment, but there are many problems with Medicare's coverage for people with mental illnesses. Read about the issues.

Call for Exhibitors for the 2018 Self-Determination Conferencee
Calling all Wisconsin organizations that support self-determination and self-directed support in Wisconsin. We encourage you to submit an application. Space is limited and only applications from exhibitors that directly support self-determination and self-direction in WI will be accepted. All applications will be reviewed by a committee and selected based on interest, needs, variety and mission of the conference. We are particularly interested in having exhibitors with innovative approaches to services and supports for self- direction including health and wellness supports for people with disabilities. Exhibit tables are open Oct. 29-31.
Calling all Micro-business owners! If you are a person with a disability and own your own micro-business apply to share your gifts and talents with over 900 people this October? Be an exhibitor at the 2018 Self-Determination Conference.
Hurry! Applications must be received no later than July 10, 2018. Space is limited, and spots are expected to run out before the deadline date.

“Never judge someone by the way he/she looks.“ Most people are taught that beginning at an early age. Having a disability often makes fitting in difficult. Some people are completely okay with not fitting in because of their limitations, and others work hard to hide theirs. In this month's entry, Stacy discusses how she handles the desire to fit in. - Be Inspired: It's graduation season. Many people with disabilities will cross the stage overcoming tremendous odds Read about how one UW-Green Bay grad didn't let his disabilities or growing up in poverty stop him from achieving his dream.
- Advocacy Trainings: Parents in Partnership (PIP) and Youth in Partnership with Parents for Employment have released their 2018-2019 training schedule. Learn about these programs and get involved!
- Voting Rights: It's not widely known, but in many states people with disabilities can be stripped of their right to vote. Find out why many people feel that the law needs to be changed.
- Wisconsin Disability Vote Coalition: During this important election year, the Wisconsin Disability Vote Coalition (WDVC) will work to increase voting turnout and participation in the electoral process among members of Wisconsin’s disability community by hosting voting trainings and registration days, creating comprehensive resources for people with disabilities around voting rights, and working with municipalities to ensure their polling places are up to accessibility standards. Learn how you can participate.
- Technology Initiative: Microsoft recently announced a multimillion dollar initiative to develop technology that will benefit people with disabilities. Read about what the initiative will create.
- Caregiver Check-In Mandate Delayed: Lawmakers have delayed legislation a controversial Medicaid requirement that personal care providers electronically check in when caring for people with disabilities. Find out why this requirement is causing controversy.
- The Disability Integration Act: The Supreme Court ruled that people with disabilities have the right to live in the community rather than in institutions and states must provide them with the services they need to do so. However, this rule is often ignored. Learn what this Act would do to ensure that people are allowed to live in the community.
- Feedback on State AT Plan: Wisconsin's Assistive Technology (AT) Advisory Council has completed a draft of Wisconsin’s State Plan for AT 2018-2020. The Wisconsin AT Advisory Council welcomes your comments, suggestions, and feedback on the state plan. Public comment ends June 30.

Supported Decision-Making Webinar May 21

Last month, we had a discussion about community employment for people with disabilities. We're switching gears a little bit in May and talking about how self-direction has impacted our lives. Registration is open for the 5th annual Aging Empowerment Conference: Living a Self-Determined Life!
Join InControl Wisconsin and our sponsors as we welcome international empowerment expert, Dr. Simon Duffy. We’ll learn highlights of global developments in the field of aging and discuss the movement toward self-determination and self-direction. Friday’s Advocacy Summit will be a strategic planning session focusing on Building Strong Moments for Change, in Wisconsin and beyond.
Keynote Address: Are older people still citizens?
A test of any decent society is how it respects the older generation. Are older people at the center of family and community life, or are they isolated or institutionalized? Can people set their own path, even when they need extra help, or are they forced to do what others think is best for them? While people with disabilities have demanded equal rights and self-determination, older people are often forced to accept lower standards. Dr Simon Duffy is both a philosopher and practitioner, who has worked for 30 years to develop ideas and systems to advance equal citizenship for all. Simon will explain what is happening around the world to enable people to be true citizens at any age, and whatever their needs. Simon will also explore how the idea of citizenship - which connects ancient Greece to the civil rights movement - must be central to solving the problems - and seizing the opportunities - ahead of us.

“If it works, don’t fix it.” While it’s human nature for people to want to make things better, sometimes people forget to consider the repercussions of changing things will have on others. Change is hard for everyone. In this month's entry, Stacy discusses while most of the time change is for the better, sometimes with all repercussions of the change, it can do more harm than good. - Care Facilities Reviews: People often don't know where to start when it comes time to look for nursing homes or assisted living centers. Learn about how Yelp reviewers are looking at different aspects of care than the government reviews.
- Care Worker Shortage: A recent study finds that Wisconsin's care worker shortage continues to grow. Find out why this is and what's being done to address it.
- Public Comment on Family Care Amendment: The Department of Health Services is taking public comment on an amendment to the Family Care Wavier. Learn what changes are being proposed. Public comment closes May 30th.
- Caregiver Survey: To better understand the challenges employers experience as they address the needs of employees with caregiving responsibilities, the Wisconsin Women’s Council in partnership with the Wisconsin Family and Caregiver Support Alliance is looking for employers of all sizes to participate in a first annual survey on caregiving. The survey closes on May 30th.

The Self-Determination Network posts a discussion question related to self-determination/self-direction every month in hopes that we can share experiences and learn from each other. Last month, we had to great discussion about transportation.
This month, we're tackling another major challenge for people with disabilities--housing. How can people use self-direction strategies to obtain affordable, accessible housing? Join the Discussion!
2018 marks a big milestone for InControl Wisconsin – our 5th Annual Aging Empowerment Conference! We are making a splash to celebrate, and hosting a global leader in the empowerment movement. Dr. Simon Duffy is the founding Director of the Centre for Welfare Reform in the UK, and Secretary to the international cooperative Citizen Network. Simon is best known for his work on models to extend self-directed support to all groups, including elders. His work on citizenship has also challenged the view that older people can no longer be citizens and he works to break down barriers between different groups trying to achieve a more inclusive and just society.
Simon's keynote address will illustrate a philosophical history of citizenship and old age; a review of the movement toward self-determination and self-direction; highlights of interesting developments globally; and strategic ideas for building strong moments for change on both the public awareness and political front. He'll stay with us for Friday's Advocacy Summit, where we will consider strategies relevant to our work in Wisconsin and learn how to impact change in our communities.
We are accepting workshop presentation ideas until April 1st. Here is our Call for Proposals, and we welcome your ideas about aging empowerment that you'd like to share with our conference audience! We also invite you to join us as a Sponsor/Exhibitor, where you'll be an instrumental presence throughout the conference. We'll have dedicated hours for tabling and networking, and every sponsor level includes conference registration, because we recognize that you'll want to be included in the entire event.

As mentioned in our last newsletter, the Self-determination Network will be posting a discussion question related to self-determination/self-direction every month. By doing this, our hope is that we can share experiences and learn from each other.
To kick this off, our first discussion question is about something that people with disabilities say is one of their biggest barriers--transportation. What are some promising ways to obtain affordable, accessible transportation using self-direction strategies? Join the Discussion!

- Get Involved: Laura posted about an opportunity to get involved in an anti-violence leadership program for survivors of violence and underserved/under-represented communities. Learn how to get involved!
- Accessibility Survey: UW-Milwaukee is conducting a survey to examine the experiences of people with disabilities pertaining to the accessibility of public buildings, including physical and cognitive barriers that prevent people with disabilities from being able to participate fully in the community. Take the survey and share it with others!
- Group Home Report: The Department of Health and Human Services examined states' monitoring and reporting of injuries and other critical incidents of people with developmental disabilities living in group homes. Find out what they found.
- New Medicare-Medicaid Resources: The CMS Medicare-Medicaid Coordination Office has three new resource guides intended to support providers and health plans serving older adults and caregivers. Learn what these guides offer.
- Airline Service Animal Requirements: Airline accessibility has taken center stage recently. One airline is taking steps to further protect its customers, employees and service animals and support animals by implementing advance documentation requirements for those animals. Read about how the new requirements ensure safety for all.
- Poverty and Health Findings: Recent population surveys have shown that nearly one third of people with disabilities live below the poverty line and they’re more than twice as likely to live in poverty when compared to their non-disabled peers. Learn how this impacts their health.
- Updated Fact Sheet: The Consortium for Citizens with Disabilities recently released an updated fact sheet about Supplemental Security Income for people with disabilities. Check out what's new!
- Accessible Clothing: Another large retail chain announced a clothing line for people with disabilities. Find out which store and what it will include.
- State Family Caregiver Rankings: For family caregivers who provide unpaid to older adults and family members with disabilities, the state you live in can be a big factor in your ability to be a family caregiver. Learn where Wisconsin ranks.
- New Tool: Wisconsin has a new tool for people who are deaf or hard of hearing. Learn how communication visor cards give deaf and hard of hearing drivers a clear way to communicate with law enforcement.

- Dental Care Struggles: The National Council on Disability has put out a brief about the concerning lack of dental care for people with disabilities. Read what recommendations the Council suggests.
- Website Accessibility: New accessibility guidelines for government websites will take effect in January. Find out what the new guidelines will mandate.
- Problems with Fake Service Animals Continue: Untrained service animals continue to be a problem across the country. Learn what service animal owners feel is needed to prevent these laws from being exploited.
- Medicaid Summary: In the Fall of 2014, the Center for Medicaid and CHIP Services (CMCS) conducted a Nationwide Adult Medicaid Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey of Medicaid enrollees to attain national and state-by-state measures of access, barriers to care, and experiences with care across delivery systems and major population subgroups. - Interesting Court Case: This in an interesting case about glass-front vending machines not being accessible. Find out why the Supreme Court declined to review the case.
- Successful Aging: As people age, they may experience new and chronic health conditions that make it difficult to participate in activities at home, at work, and in the community. A study showed that there are four areas that people felt were important for successful aging with a physical disability. Learn what the areas are.
- ABLE Account Annual Contribution Limit: It was recently announced that the total annual contribution limit to an ABLE account will increase in 2018. Find out how much it will increase.
- Polling Place Accessibility: A new report found that less than 20% of polling places were fully accessible during the 2016 election. Read about what's being done to try to correct it.
- Hunting Bill: The State Assembly passed a bill that would allow people with disabilities to hunt from a car with a lift. Read about the bill.

There is still time to register for the 10th annual Self-Determination Conference. This conference works to empower people with disabilities in Wisconsin to have more control over their lives. More than 600 people each year participate in the conference to learn more about self-determination and self directed supports so they can live independently, be members of their communities, and use public funds efficiently. Diehard Award Nominations
Do you know someone who goes above and beyond to improve community supports for individuals with disabilities? Do they support self-determination? Nominate them for a Diehard Award! A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. Diehards go above and beyond to make sure everyone is counted. Awards will be presented at the Self-Determination Conference on November 3rd at the Kalahari Resort and Conference Center in the Wisconsin Dells. Nominations are due on Friday, October 6th. Nominate someone today!
