There were a ton of great sessions and events this year. What was your favorite part? What were some things that you learned? Do you have a funny story from the conference? Take five minutes to check out what's happening on the Self-Determination Network:

  • Watch:  Watch this excellent short video done by The Arc designed to speak directly to people with developmental disabilities about supported decision-making and getting help making decision.
  • Caregiver Act:  A bill that would address the needs of family caregivers is gaining support. Learn how this act would help families.
  • Unique Fashion Line:   More and more fashion designers are designing clothes for people with disabilities.  Find out which popular designer recently launched an adaptive clothing line.
  • Accessible Airport Kiosks:  One airline has incorporated new technology into their self-service kiosks to ensure they are accessible to all travelers. Read about these new kiosks.
  • States Tighten Leash on Service Animals:  A growing number of states are enacting laws designed to keep people from passing off their pets as service animals. Learn what states are doing.
  • Smart Home Products Increase Independence:  Smart home products are often marketed for their convenience, but the technology also can help people with disabilities become more independent.  Read about how thousands of technology products have opened up a world of possibilities for people with disabilities.
  • Building Full Lives Grant:The Wisconsin Board for People with Developmental Disabilities in partnership with In Control Wisconsin is offering a great opportunity for organizations Interested in supporting individuals with disabilities to Build FULL LIVES in the community.  Applications due November 17th.
  • Interesting Court Case:  This in an interesting case about glass-front vending machines not being accessible.  Find out why the Supreme Court declined to review the case.
  • Successful Aging:  As people age, they may experience new and chronic health conditions that make it difficult to participate in activities at home, at work, and in the community.   A study showed that there are four  areas that people felt were important for successful aging with a physical disability. Learn what the areas are.
  • ABLE Account Annual Contribution Limit:   It was recently announced that  the total annual contribution limit to an ABLE account will increase in 2018.   Find out how much it will increase.
  • Polling Place Accessibility: A new report found that less than 20% of polling places were fully accessible during the 2016 election.  Read about what's being done to try to correct it.
  • Hunting Bill:  The State Assembly passed a bill that would allow people with disabilities to hunt from a car with a lift.  Read about the bill.

When most people hear the word “segregation,” they automatically assume it’s a negative thing. However, at times, that’s not the case. It’s human nature for people to associate with others like them. In this month's entry, Stacy discusses how, as a person with a physical disability, she often struggles to fit in within the disability community.  Have you had similar feelings?  We encourage you to share your thoughts and experiences as well.

More than 600 people will soon gather at the annual Self-Determination Conference.  This year's theme is "Self-Determination in Full Color: Celebrating You... Mind, Body and Spirit."  Participants will learn ​more ​about ​self-determination ​and ​self ​directed ​supports ​so ​they ​can ​live ​independently, ​be ​members ​of ​their ​communities, ​and ​use ​public ​funds ​efficiently.  We encourage you to look at the brochure to see all the interesting sectionals the conference will offer.  InControl Wisconsin will have a booth in the exhibit hall.  If you're going, be sure to stop by and say hi!  Registration closes on October 20th.  Register today!

The Self-Determination Network includes some very talented members and we want to help you to get to know each other a little better. Member Spotlight is a great way for us to get to know each other better.

For October, we shine the spotlight on Mike.  This self-advocate began leading a self-determined life at a very young age.  When he’s not busy volunteering for the Wisconsin Augmentative Alternative Communication Network or attending conferences, he enjoys catching up on his favorite TV shows.  Stop by this month's Member Spotlight to get to know Mike.

  • Compassionate Allowances List Grows:  New conditions have been added to the compassionate allowances list for U.S. Social Security.  Learn what the new conditions are.
  • Caregiving and Dementia: The Administration on Aging put out a special newsletter on dementia care and advocacy topics.  Read and learn about some helpful tips.
  • Scholarship Opportunity:  The American Association on Health and Disability is accepting applications for the Frederick J. Krause Scholarship for undergraduate (junior/senior status) and graduate students with disabilities who are majoring in a field related to disability and health.  Applications due November 15th.  Find out how to apply today!
  • Google Wants Help:  Google is looking to the public in an effort to make navigating the world easier for people with disabilities.  Read about how you can help.
  • Accessibility Hub:  A first of its kind digital hub is designed to address needs of over 1 billion people facing disability, digital literacy or aging related barriers.  Learn about this unique hub hopes to provide.
  • Results are In:  The National Association of States United for Aging Disabilities administered a survey of state agencies that deliver Long Term Services and Supports.  Find out what the survey found.
  • Home Care Worker Challenges:  According to a new national report, Wisconsin is expected to need an additional 20,000 home care workers  by 2024.  Read about why this is so frightening.
  • Poor Wages Hurt Care Worker Longevity:  A new report reveals that direct care workers can't afford to stay in their jobs.  Learn about why the average wage isn't enough to live on.
  • Criminal Justice and the ADA: The Justice Department issued guidance earlier this year to facilitate compliance with the Americans with Disabilities Act (ADA) during interactions criminal justice entities.  Read about what the guidelines include.
  • Estimated Social Security Increase:  It's estimated  that people who receive Social Security could see an increase in 2018.  Find out what the estimate is based on.

Diehard Award Nominations

Do you know someone who goes above and beyond to improve community supports for individuals with disabilities? Do they support self-determination? Nominate them for a Diehard Award! A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. Diehards go above and beyond to make sure everyone is counted. Awards will be presented at the Self-Determination Conference on November 3rd at the Kalahari Resort and Conference Center in the Wisconsin Dells. Nominations are due on Friday, October 6th. Nominate someone today!

Lately, it seems like all of the news coverage has been about the catastrophic storms that are happening around the world. Back to back major hurricanes in the south, wildfires in the west, earthquakes in Mexico… it seems endless.   • Care Homes of the Future: As populations around the world begin to live for longer than they ever have, their individual needs related to their health become even more complex which means is that care homes need to use greater amounts of, and more intelligent, assistive technologies.  Learn what else research suggests.
  • Special Needs Trust Flexibility:  Thanks to a new law, people with disabilities can establish special needs trusts for themselves.  Read how this will help people save money.
  • Self-Driving Wheelchairs:  Researchers and robotics experts say they have developed cost-effective technology that would allow power wheelchairs to drive themselves. Find out what these chairs are expected to cost.
  • The Eclipse in Real Time:  The solar eclipse that happened last month was viewed by millions of Americans.  Learn how thanks to technology people with visual impairments wee able to experience the eclipse.

For people with disabilities, simple tasks such as these often present many challenges.   • Wisconsin's Direct Care Worker Shortage:  It's no secret that Wisconsin has reached a crisis level shortage of direct care workers.  Find out why advocates feel that the 2% increase in long-term care isn't enough.
  • The 27th Anniversary of the ADA:  July marked the 27th anniversary of the Americans with Disabilities Act (ADA).  This publication put out by the Department of Justice highlights the enforcement efforts of the law this year.
  • Call for Presenters:  Proposals to present at the 2018 Circle of Life Conference are now being accepted.  Proposals are due October 5th.
  • Symbol of Access Controversy:  The international symbol of access was redesigned a few years ago.  Learn about the controversy surrounding the new symbol.
  • Uber Accessibility Lawsuit:   Uber was recently sued by the Equal Rights Center, a civil rights nonprofit based in Washington, D.C., for violating the Americans with Disabilities Act.  Find out why.
  • Gaming Accessibility:  Gaming is becoming more and more popular. Read about how one nonprofit organization is aiming make video games accessible for people with disabilities.
  • Test Driving:   Buying a new car is both exciting and a big decision for most people.  Learn how a recent court ruling confirmed that individuals who use hand controls to operate cars and trucks have equal right to test drive vehicles before purchasing them.

Changes to Medicaid and the AHCA

The Senate has delayed its vote on the American Health Care Act (AHCA) until after its summer recess. There is a lot at stake for Wisconsin in this vote. The AHCA cuts federal Medicaid funding by 25% over 10 years and eliminates key health care protections for children and adults with disabilitiesEstimates indicate Wisconsin could lose $1 billion in funding and put many essential programs and supports for children/adults with disabilities and seniors at risk. These significant cuts to Medicaid mean cuts to Wisconsin programs like Family Care, IRIS, the Children’s waiver, BadgerCare, mental health programs like CCS, Katie Beckett, SeniorCare, autism services, therapies like OT, PT and Speech, personal care, supports provided in schools and even Aging and Disability Resource Centers. Many of these are “optional services” in Medicaid and are at significant risk of being cut or eliminated.  We encourage people to continue to contact the Wisconsin Senators to ask questions and share their thoughts about this bill.

Whether it’s going to the store to get milk, going to work, going to a doctor apportionment, or meeting friends for dinner, most people get out of their house on a daily basis. For many people with disabilities, going out isn’t always easy.   • Guardianship Survey:  The Wisconsin Board for People with Developmental Disabilities is conducting a survey in hopes of gathering information from a variety of stakeholders about their knowledge of and experience(s) with Wisconsin's adult guardianship system and children transitioning into adulthood to assist the  Board in better understanding which issues should be prioritized for short-term and long-term planning and action.  The survey closes August 1st.
  • Caregiver Awards: Do you know a caregiver or team that deserves to be honored for the great work they do?  The Wisconsin Long-Term Care Workforce Alliance’s Annual Caregiver Awards are the only statewide recognition of these outstanding individuals and teams working tirelessly in all service locations.  Nominations are due August 1st.
  • Big City Challenges:  Even with the American with Disabilities Act (ADA) and federal legislation to protect the people  with disabilities, studies find that too many American citizens are restricted in where they can go or live due to lack of handicap-accessible accommodations. Find out what many people feel is causing this.
  • New Technology Eases Transportation Issues:  Public transportation often causes difficulty and stress for people with disabilities. Read about how modern technology firms are working to change this. 
  • Update to Building Accessibility Standards:  The  International Code Council recently released an update to 2009 Accessible and Usable Buildings and Facilities standards that provide greater accessibility to buildings for persons with physical disabilities and incorporates new elements of building design.  Learn what the new standards include.
  • Pros and Cons of On-Demand Services:  These days, people can do anything from make doctor appointments to get groceries or prepared meals delivered with just a click of a button.  While these on-demand services are often very for people with disabilities, they  often come with  some limitations.   Read about the benefits and risks of three common on-demand services.
  • MCOs and Consultant Agencies Selected for Dane County:  The Wisconsin Department of Health Services recently announced the managed care organizations selected to serve Family Care members and the IRIS consultant agencies that intend to serve participants in the IRIS program in Dane County.  Find out which care organizations and consultant agencies were selected.

2017 Disability Pride Fest

The 5th annual Disability Pride Festival will be held on Saturday July 29th from 12p.m. to 5p.m. at Tenney Park in Madison, near where the Yahara River empties into Lake Mendota. Each year, the festival brings together artists, performers, advocates, and organizations to celebrate the contributions made by people with disabilities to the local community. Well-known local talent such as Tara Ayres, Tani Diakite and the Afrofunkstars, First Wave performers Lewis Elder, and others have graced the stage in previous years. This year, Gaelynn Lea, winner of NPR’s Tiny Desk Competition, is coming back.  New groups of performers will be joining the fun as well.  Visit the website for more information!

Changes to Medicaid and the AHCA

Members of the U.S. Senate are working behind closed doors on their own version of American Health Care Act (AHCA).  The U.S. Senate is preparing to vote on the AHCA within the next two weeks. There is a lot at stake for Wisconsin in this vote. The AHCA cuts federal Medicaid funding by 25% over 10 years and eliminates key health care protections for children and adults with disabilitiesEstimates indicate Wisconsin could lose $1 billion in funding and put many essential programs and supports for children/adults with disabilities and seniors at risk.

There have been no public hearings held on these major proposed changes. These significant cuts to Medicaid mean cuts to Wisconsin programs like Family Care, IRIS, the Children’s waiver, BadgerCare, mental health programs like CCS, Katie Beckett, SeniorCare, autism services, therapies like OT, PT and Speech, personal care, supports provided in schools and even Aging and Disability Resource Centers. Many of these are “optional services” in Medicaid and are at significant risk of being cut or eliminated.  

In addition, the Senate is also debating things such as even larger cuts to Medicaid, weakening protections for people with disabilities and other pre-existing conditions by allowing states to charge them more for health care, and allowing states to stop providing Essential Health Benefits (rehabilitative services and devices, mental health services, prescription drug coverage, etc...).

There is going to be a Community Conversation About Changes to Medicaid in Wisconsin held in Oshkosh on Thursday evening of this week. We encourage people to attend and/or contact the Wisconsin Senators to ask questions and share their thoughts about this bill.

  • Inclusive Design:  Making sure that websites and apps are accessible to people with disabilities has become a big emphasis.  Learn the difference between "accessibility" and "usability" when it comes to websites and apps, and what things developers have to think about when creating them.
  • Long-Term Care Survey:  The Waisman Center is conducting a WI Adult Long Term Care Survey.  Take the survey now.
  • Accessibility of Fitness Centers:  A recent study found that people with physical disabilities have limited opportunities to participate in physical activity.  Read about the factors causing this.
  • Health Care Kit:  The Wisconsin Board for People with Developmental Disabilities has developed a Self-directed Health Care Kit designed to help individuals with developmental and intellectual disabilities advocate for their own health care.  Check it out.
  • Disability Statistics:  A report recently came out about disability statistics in the US.  Take a look at the statistics for Wisconsin.
  • SPARKS Grants:  Applications are now being accepted for SPARKS Grants which are mini-grants of $500 to $3,000 are designed to help community groups of people with disabilities and family members make a change in their community.  Apply today!
  • Partners in Policymaking:  Partners in Policymaking is a leadership program for self-advocates, siblings, and parents of children birth to 21 meets six times in the coming year from Friday at noon to Saturday afternoon in Madison.  Learn more and apply today!

Changes to Medicaid and the AHCA

Recently, the U.S. House passed a health reform bill (AHCA) that cuts Medicaid funding by 25%, and jeopardizes the important Medicaid supports that makes it possible for people with disabilities to live and work in the community instead of being forced into nursing homes or institutions. People with intellectual and developmental disabilities rely on Wisconsin’s 20 Medicaid programs— including Family Care, IRIS, MAPP, BadgerCare—and the ForwardHealth card to stay healthy, become employed, and remain in their homes. Medicaid also provides essential therapies, equipment, special education services and equipment from physical therapists to feeding tubes, and many other services critical to people with disabilities and often makes the difference between caregivers being able to keep their jobs or leaving the workforce to care for family members. The House bill caps and cuts federal funding for the entire Medicaid program without placing any controls on rising health care, prescription, and other increasing costs. The bill suggests per capita caps and block grants to Medicaid, which will force states to make decisions on who should be covered under state Medicaid programs, whether people have to wait for services, and what community based services and supports are included.  

The version of the bill passed by the House also allows states to charge people with pre-existing conditions more for their health care and lets health insurance plans stop providing Essential Health Benefits like prescription drugs, speech, physical and occupational therapies, and mental health and substance use disorder treatments. The AHCA has now moved to the Senate, where a 13-member working group has been established to draft a Senate health care bill that will draw 51 votes of support.  We encourage people to contact the Wisconsin Senators to ask questions and share their thoughts about this bill.

Let Your Voice Be Heard!

The State legislature’s Joint Finance Committee has finished most of the public hearings on the 2017-2019 state budget.  There are three more public hearings remaining.  The proposed budget includes small increases for some programs such as specialized transportation and the Medicaid Personal Care program.  These increases do not reflect the actual need and are not guaranteed to stay in the budget.  This is your opportunity to let members of the JFC know what you like and what you don’t like! 

Aging Advocacy Day

Are you interested in issues affecting older adults? You’re invited to join members of the Wisconsin Aging Advocacy Network (WAAN) and others to help educate state legislators about issues affecting Wisconsin’s aging population.

On Wednesday May 17th, citizens from around the state will gather in Madison for a day of advocacy training and meetings with legislators. No experience is necessary; you’ll get the training and support you need before meeting with state lawmakers. Following the training, join others from your assembly and senate district to provide information and share personal stories with your legislators to help them understand how specific legislative policies impact older constituents.  Registration closes May 1st. ponsored by InControl Wisconsin, will be the Associate State Director State Advocacy from AARP Wisconsin, Helen Marks Dicks.   The keynote address is titled, "Powerful Aging: Changing the Stories We Tell."  Relationships between generations, just like those between individuals, are often based on perceptions, both positive and negative. How powerful we are and how powerful people perceive us to be can be limited or enhanced by attitudes about aging.  On one hand, those perceptions can be empowering and enriching.  They can enable and embolden people to stand up for their beliefs in the face of fear.  They can cultivate passion and meaning out of the pursuit of lifelong goals and dreams.  On the other hand, negative perceptions, if left unchecked and unchallenged, can construct barriers that limit our possibilities and define us in terms of deficit, particularly when it comes to aging.  The challenge for each of us is to rewrite the narrative of aging and tell a story that we have written and the one we want to live.  Helen Marks Dicks will share her thoughts on how we can all express our own power as the author of our own life story and how together we can reshape perceptions of aging.

State Budget Summary

The voices of people with disabilities and their families are so important in shaping public policy at the local, state and federal levels. Here's a great new document from People First WI that shows what's in the Governor's proposed budget for the WI disability community, along with questions you can ask your legislators and the Governor. You can also use this at Disability Advocacy Day on March 21st in Madison.  Let your voice be heard!

Changes to Medicaid and the ACA

The House Health Subcommittee of the Energy & Commerce Committee introduced the Affordable Care Act (ACA or Obamacare) replacement bill last week. A markup is the process by which congressional committees and subcommittees debate, amend, and rewrite proposed legislation. In addition, according to The Hill, the Congressional Budget Office (CBO) analysis of the bill is not ready. A CBO analysis shows items like how much the bill would cost and how many people could lose coverage.

The ACA contains many protections important to people with disabilities, including protections for people with pre-existing conditions, making sure that coverage people with disabilities need cannot be denied, and ensuring there is no lifetime limit on the amount of or cost of coverage you can receive.  This ACA bill contains major changes to Medicaid in the form of  Per Capita Caps--that will reduce funding and could result in changes to Wisconsin Medicaid funded programs like Family Care/IRIS, Katie Beckett, Children's Long-Term Supports, school and autism therapies and more. Medicaid makes it possible for people with disabilities and older adults to live in the community instead of nursing homes or institutions.  The Wisconsin Board for People with Developmental Disabilities has put together this presentation about how these changes would impact people with disabilities.  This article lists the top threats that these changes would pose to children and families.  Also, this video by the Kaiser Family Foundation does an excellent job of explaining how Medicaid currently works and what the proposed changes would mean for people. We encourage people to ask questions and share their thoughts about this proposal with their Representatives.

  • FINDS Survey:  The Family and Individual Needs for Disability Supports (FINDS) Survey is currently being conducted about the experiences of parents and family members who provide support to their family member with intellectual or developmental disability. This survey closes on March 30th. 
  • Updated Airline Accessibility Training:  After a record number of complaints in the area of disability air travel, the US Department of Transportation recently released new training material for airlines and passengers.  Find out what the training focuses on.
  • Tangata Group:  Several disability rights scholars have joined together to form The Tangata Group, a nongovernmental organization dedicated to promoting disability rights.  Read about what this group hopes to do.
  • Google Maps:  Google has added an accessibility feature to Google Maps.  Learn how this feature helps people with disabilities.
  • EAS Accessibility Study:  A study of the National Emergency Alert System (EAS) was recently done.  Find out what was found regarding accessibility of the EAS and what recommendations were made.

  • Storytellers Fellowship:  The Disability Rights Storytellers Fellowship provides the opportunity for an individual with a disability to learn and apply skills in digital media storytelling, and to connect with media professionals to prepare participants for advanced careers in media production, journalism, online advocacy, or digital design.  Applications are due March 15th.
