As mentioned in our last newsletter, the Self-determination Network will be posting a discussion question related to self-determination/self-direction every month. By doing this, our hope is that we can share experiences and learn from each other.
To kick this off, our first discussion question is about something that people with disabilities say is one of their biggest barriers--transportation. What are some promising ways to obtain affordable, accessible transportation using self-direction strategies? Join the Discussion!
2018 marks a big milestone for InControl Wisconsin – our 5th Annual Aging Empowerment Conference! We are making a splash to celebrate, and hosting a global leader in the empowerment movement. Dr. Simon Duffy is the founding Director of the Centre for Welfare Reform in the UK, and Secretary to the international cooperative Citizen Network. Simon is best known for his work on models to extend self-directed support to all groups, including elders. His work on citizenship has also challenged the view that older people can no longer be citizens and he works to break down barriers between different groups trying to achieve a more inclusive and just society.
Simon's keynote address will illustrate a philosophical history of citizenship and old age; a review of the movement toward self-determination and self-direction; highlights of interesting developments globally; and strategic ideas for building strong moments for change on both the public awareness and political front. He'll stay with us for Friday's Advocacy Summit, where we will consider strategies relevant to our work in Wisconsin and learn how to impact change in our communities.
We invite you to join us as a Sponsor/Exhibitor, where you'll be an instrumental presence throughout the conference. We'll have dedicated hours for tabling and networking, and every sponsor level includes conference registration, because we recognize that you'll want to be included in the entire event.

- Get Involved: Laura posted about an opportunity to get involved in an anti-violence leadership program for survivors of violence and underserved/under-represented communities. Learn how to get involved!
- Accessibility Survey: UW-Milwaukee is conducting a survey to examine the experiences of people with disabilities pertaining to the accessibility of public buildings, including physical and cognitive barriers that prevent people with disabilities from being able to participate fully in the community. Take the survey and share it with others!
- Group Home Report: The Department of Health and Human Services examined states' monitoring and reporting of injuries and other critical incidents of people with developmental disabilities living in group homes. Find out what they found.
- New Medicare-Medicaid Resources: The CMS Medicare-Medicaid Coordination Office has three new resource guides intended to support providers and health plans serving older adults and caregivers. Learn what these guides offer.
- Airline Service Animal Requirements: Airline accessibility has taken center stage recently. One airline is taking steps to further protect its customers, employees and service animals and support animals by implementing advance documentation requirements for those animals. Read about how the new requirements ensure safety for all.
- Poverty and Health Findings: Recent population surveys have shown that nearly one third of people with disabilities live below the poverty line and they’re more than twice as likely to live in poverty when compared to their non-disabled peers. Learn how this impacts their health.
- Updated Fact Sheet: The Consortium for Citizens with Disabilities recently released an updated fact sheet about Supplemental Security Income for people with disabilities. Check out what's new!
- Accessible Clothing: Another large retail chain announced a clothing line for people with disabilities. Find out which store and what it will include.
- State Family Caregiver Rankings: For family caregivers who provide unpaid to older adults and family members with disabilities, the state you live in can be a big factor in your ability to be a family caregiver. Learn where Wisconsin ranks.
- New Tool: Wisconsin has a new tool for people who are deaf or hard of hearing. Learn how communication visor cards give deaf and hard of hearing drivers a clear way to communicate with law enforcement.

Beginning in February, the Self-Determination Network will post a monthly discussion question related to self-determination/self-direction. We will be sending out a special message in the first week of each month telling you what the question is and providing you with a link where you can respond. - ABLE Accounts Popularity: According to a recent report, thousands of people with disabilities have opened ABLE accounts, but experts point out that millions more could benefit from them. Find out why participation has been slower than anticipated.
- Housing Affordability and Availability: A recent report released explains the nationwide housing affordability crisis people with disabilities are facing. Learn about some solutions and recommendations that some groups are suggesting to end this crisis.
- Website Accessibility: There has been a rise in the number of lawsuits alleging that companies with inaccessible websites are violating the American's with Disabilities Act (ADA). - Vacation Rental Accommodations: More and more vacation accommodation websites are making efforts to be accessible for people with disabilities. Learn about how one lodging rental company is coming out with a new website that will accommodate people with various types of disabilities.
- Dental Care Struggles: The National Council on Disability has put out a brief about the concerning lack of dental care for people with disabilities. Read what recommendations the Council suggests.
- Website Accessibility: New accessibility guidelines for government websites will take effect in January. Find out what the new guidelines will mandate.
- Problems with Fake Service Animals Continue: Untrained service animals continue to be a problem across the country. Learn what service animal owners feel is needed to prevent these laws from being exploited.
- Medicaid Summary: In the Fall of 2014, the Center for Medicaid and CHIP Services (CMCS) conducted a Nationwide Adult Medicaid Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey of Medicaid enrollees to attain national and state-by-state measures of access, barriers to care, and experiences with care across delivery systems and major population subgroups. - Interesting Court Case: This in an interesting case about glass-front vending machines not being accessible. Find out why the Supreme Court declined to review the case.
- Successful Aging: As people age, they may experience new and chronic health conditions that make it difficult to participate in activities at home, at work, and in the community. A study showed that there are four areas that people felt were important for successful aging with a physical disability. Learn what the areas are.
- ABLE Account Annual Contribution Limit: It was recently announced that the total annual contribution limit to an ABLE account will increase in 2018. Find out how much it will increase.
- Polling Place Accessibility: A new report found that less than 20% of polling places were fully accessible during the 2016 election. Read about what's being done to try to correct it.
- Hunting Bill: The State Assembly passed a bill that would allow people with disabilities to hunt from a car with a lift. Read about the bill.

A Diehard is an individual who has made a significant contribution to the advocacy work here in Wisconsin. A diehard is someone with a steadfast commitment to the principles of community integration and self-determination. Diehards go above and beyond to make sure everyone is counted. Awards will be presented at the Self-Determination Conference on November 3rd at the Kalahari Resort and Conference Center in the Wisconsin Dells. Nominations are due on Friday, October 6th. Lately, it seems like all of the news coverage has been about the catastrophic storms that are happening around the world. Back to back major hurricanes in the south, wildfires in the west, earthquakes in Mexico… it seems endless. Early Bird Registration Ends September 1st...Register Today!
Registration is now open for the 10th annual Self-Determination Conference. This conference works to empower people with disabilities in Wisconsin to have more control over their lives. For people with disabilities, simple tasks such as these often present many challenges. In this month's entry, Stacy discusses how laws such as the Americans with Disabilities Act have greatly improved life for people with disabilities, but, yet, there's much room for improvement. Registration is now open for the 10th annual Self-Determination Conference. This conference works to empower people with disabilities in Wisconsin to have more control over their lives. More than 600 people each year participate in the conference to learn more about self-determination and self directed supports so they can live independently, be members of their communities, and use public funds efficiently. The conference participants include people with disabilities and their family members, direct care providers, and professionals from Wisconsin’s disability community. Register today!
Changes to Medicaid and the AHCA
The Senate has delayed its vote on the American Health Care Act (AHCA) until after its summer recess. There is a lot at stake for Wisconsin in this vote. The AHCA cuts federal Medicaid funding by 25% over 10 years and eliminates key health care protections for children and adults with disabilities. Estimates indicate Wisconsin could lose $1 billion in funding and put many essential programs and supports for children/adults with disabilities and seniors at risk. These significant cuts to Medicaid mean cuts to Wisconsin programs like Family Care, IRIS, the Children’s waiver, BadgerCare, mental health programs like CCS, Katie Beckett, SeniorCare, autism services, therapies like OT, PT and Speech, personal care, supports provided in schools and even Aging and Disability Resource Centers. Many of these are “optional services” in Medicaid and are at significant risk of being cut or eliminated. We encourage people to continue to contact the Wisconsin Senators to ask questions and share their thoughts about this bill.

- Guardianship Survey: The Wisconsin Board for People with Developmental Disabilities is conducting a survey in hopes of gathering information from a variety of stakeholders about their knowledge of and experience(s) with Wisconsin's adult guardianship system and children transitioning into adulthood to assist the Board in better understanding which issues should be prioritized for short-term and long-term planning and action. The survey closes August 1st.

- MCOs and Consultant Agencies Selected for Dane County: The Wisconsin Department of Health Services recently announced the managed care organizations selected to serve Family Care members and the IRIS consultant agencies that intend to serve participants in the IRIS program in Dane County. 2017 Disability Pride Fest
The 5th annual Disability Pride Festival will be held on Saturday July 29th from 12p.m. to 5p.m. at Tenney Park in Madison, near where the Yahara River empties into Lake Mendota. Each year, the festival brings together artists, performers, advocates, and organizations to celebrate the contributions made by people with disabilities to the local community. Well-known local talent such as Tara Ayres, Tani Diakite and the Afrofunkstars, First Wave performers Lewis Elder, and others have graced the stage in previous years. This year, Gaelynn Lea, winner of NPR’s Tiny Desk Competition, is coming back. New groups of performers will be joining the fun as well. Visit the website for more information!
Changes to Medicaid and the AHCA
Members of the U.S. Senate are working behind closed doors on their own version of American Health Care Act (AHCA). The U.S. Senate is preparing to vote on the AHCA within the next two weeks. There is a lot at stake for Wisconsin in this vote. The AHCA cuts federal Medicaid funding by 25% over 10 years and eliminates key health care protections for children and adults with disabilities. Estimates indicate Wisconsin could lose $1 billion in funding and put many essential programs and supports for children/adults with disabilities and seniors at risk.
There have been no public hearings held on these major proposed changes. These significant cuts to Medicaid mean cuts to Wisconsin programs like Family Care, IRIS, the Children’s waiver, BadgerCare, mental health programs like CCS, Katie Beckett, SeniorCare, autism services, therapies like OT, PT and Speech, personal care, supports provided in schools and even Aging and Disability Resource Centers. Many of these are “optional services” in Medicaid and are at significant risk of being cut or eliminated.
In addition, the Senate is also debating things such as even larger cuts to Medicaid, weakening protections for people with disabilities and other pre-existing conditions by allowing states to charge them more for health care, and allowing states to stop providing Essential Health Benefits (rehabilitative services and devices, mental health services, prescription drug coverage, etc...).
There is going to be a Community Conversation About Changes to Medicaid in Wisconsin held in Oshkosh on Thursday evening of this week. We encourage people to attend and/or contact the Wisconsin Senators to ask questions and share their thoughts about this bill.

- SPARKS Grants: Applications are now being accepted for SPARKS Grants which are mini-grants of $500 to $3,000 are designed to help community groups of people with disabilities and family members make a change in their community. Apply today!
- Partners in Policymaking: Partners in Policymaking is a leadership program for self-advocates, siblings, and parents of children birth to 21 meets six times in the coming year from Friday at noon to Saturday afternoon in Madison. Learn more and apply today!

Changes to Medicaid and the AHCA
Recently, the U.S. House passed a health reform bill (AHCA) that cuts Medicaid funding by 25%, and jeopardizes the important Medicaid supports that makes it possible for people with disabilities to live and work in the community instead of being forced into nursing homes or institutions. People with intellectual and developmental disabilities rely on Wisconsin’s 20 Medicaid programs— including Family Care, IRIS, MAPP, BadgerCare—and the ForwardHealth card to stay healthy, become employed, and remain in their homes. Medicaid also provides essential therapies, equipment, special education services and equipment from physical therapists to feeding tubes, and many other services critical to people with disabilities and often makes the difference between caregivers being able to keep their jobs or leaving the workforce to care for family members. The House bill caps and cuts federal funding for the entire Medicaid program without placing any controls on rising health care, prescription, and other increasing costs. The bill suggests per capita caps and block grants to Medicaid, which will force states to make decisions on who should be covered under state Medicaid programs, whether people have to wait for services, and what community based services and supports are included.
The version of the bill passed by the House also allows states to charge people with pre-existing conditions more for their health care and lets health insurance plans stop providing Essential Health Benefits like prescription drugs, speech, physical and occupational therapies, and mental health and substance use disorder treatments. The AHCA has now moved to the Senate, where a 13-member working group has been established to draft a Senate health care bill that will draw 51 votes of support. We encourage people to contact the Wisconsin Senators to ask questions and share their thoughts about this bill.
