Hot Topics and Challenges

Join the conversation!  As we all work on a day-to-day basis to enhance lives of people with disabilities in our communities, we may run into challenges or face questions about how to move forward. There are also "hot topics" in the disability community that come up as well... topics that we may have heard about but don't know enough about.  Share your hot topics and challenges in our discussion forum by responding to the discussion already started or by starting one of your own on this page. By sharing these, we can support each other and together find a path forward.

2016 Election and Wisconsin Long-Term Care

Before heading to the polls on November 8th, advocates for people with disabilities and older adults in Wisconsin are reminding candidates about one of the most important issues they will take a vote on if elected: long-term care.  The Wisconsin Long-Term Care Coalition has released three documents to help people talk to and ask question of their local candidates about long-term care.  We encourage you to look at these documents and have conversations with your local Assembly and Senate candidates regarding long-term care in Wisconsin.

  • Self-Advocacy Resource Center: The first-ever national resource center for self-advocacy has opened. Learn what the center offers.
  • Recommendations on Autonomous Vehicles:  The National Highway Transportation and Safety Administration is being commended for its inclusion of people with disabilities in discussions leading to the release of its “Federal Autonomous Vehicle Policy.” Read about their recommendations.
  • Personalizing Homecare:  A new home care approach in Scotland is making a real difference in older people's lives.  Learn about this new approach.
  • Disability Service Ranking:  New national rankings find states across the nation have top services for people with disabilities, but also warns that more people are facing long waiting lists for supports.  Find out which states ranked best.
  • Diehard Award: Do you know someone who has made a significant contribution to the advocacy work here in Wisconsin? Nominate them for a Diehard award.
  • Caregiver Concerns:  A new survey found that a large majority of caregivers have serious concerns not only about their relative's (who has special needs) financial future, they're worried about their own. Read more about their concerns.
  • Changes to the ABLE Act and Special Needs Trusts:  Congress is trying to pass two separate pieces of legislation that would allow people with disabilities and their families to save more money without losing their benefits.  Learn about how these could impact many people.
  • Direct Care Workforce Survey:  Wisconsin’s direct care workforce crisis is leaving people with disabilities and the elderly without needed care.  Help by taking this survey to show lawmakers how the workforce crisis is impacting real people.

Changes to Wisconsin Long-Term Care:
What’s Next?

On July 28th, the Wisconsin Department of Health Services (DHS) announced plans to expand Family Care and IRIS programs statewide by beginning of 2018. This will eliminate the wait list for hundreds of people seeking long-term care services.  This means the final seven counties in Wisconsin will finally have access to services. Learn more about the plan.

ABLE Accounts

ABLE Accounts, which are tax-free savings accounts for people with disabilities and their families, are now being created as a result of the passage of the Stephen Beck Jr., Achieving a Better Life Experience Act of 2014 or better known as the ABLE Act. Income earned by the accounts will not be taxed. Contributions to the account made by any person (the account beneficiary, family and friends) will be made using post-taxed dollars and will not be tax deductible.  These savings accounts will not affect a person's eligibility for SSI, Medicaid, and other public benefits.  Accounts must be used for disability-related expenses that are not covered by insurance, Medicaid, or Medicare.  To be eligible for an ABLE account, people must have onset of disability before the age of 26 and receive SSI and/or SSDI.  If a person doesn't receive SSI/SSDI, but still meets the age of disability requirement, he/she could still be eligible to open an ABLE account if they meet Social Security's definition and criteria regarding significant limitations and obtain a letter from a doctor.

Each state will have their own stipulations for ABLE accounts.  Earlier this summer, states began launching programs allowing individuals to open these accounts. It's unknown when Wisconsin will establish its program for accounts; however, in some states, people do not have to be a resident to open an ABLE account.  In other words, people who live in a state that doesn't yet have a program setup can open an account in a state which does.  We've setup an ABLE account section on the Network where we'll continue to add information about ABLE account programs as more are created.

  • Summertime Tips:  The summer season can often present a host of challenges for people with disabilities.  Here is a list of tips and information to keep in mind about summer fun and safety.
  • Staying Fit:  Many times, it's challenging for people with disabilities to stay physically active.  Learn about how a technology company will soon release software that will be able to track activity level for people who use wheelchairs.

Changes to Wisconsin Long-Term Care: What’s Next?

On Thursday June 9th, the Wisconsin Department of Health Services contacted the co-chairs of Joint Finance to withdraw its Concept Plan on Family Care/IRIS 2.0. Participant input was said to be major reason for withdrawing the plan from consideration.  Changes to Long-Term Care remain in law, so this does not mean there will be no changes; however, at this point, it is unclear what the changes and timeline will be. Be sure to stay up to date on the latest developments on our Long-Term Care Redesign page.

It's with deep sadness that we tell you that Wisconsin DHS Secretary Kitty Rhoades recently passed away. InControl Wisconsin wants to express its deepest sympathies and condolences to her family and friends during this time.

2016 Aging Empowerment Conference

There is still time to register for the 2016 Aging Empowerment Conference.  It is hosted by InControl Wisconsin will be held June 7th and 8th at the Glacier Canyon Lodge Conference Center at the Wilderness Resort in Wisconsin Dells.  The conference focuses on the interconnected relationship between older adults, their caregivers, and the professionals who support them. It's an opportunity to explore ways to advance self-determination as the foundation for providing support while empowering older people to retain control of their lives. Learn more information and find out how to register today!

Changes to Wisconsin Long-Term Care: What’s Next?

Since the Department of Health Services (DHS) submitted the Family Care/IRIS 2.0 Concept Paper to the Committee on Joint Finance on March 31st, committee members and others have asked a number of questions about why the Department chose to have three separate administrative zones if Family Care/IRIS 2.0 is implemented statewide. DHS has released a new webpage entitled "Family Care/IRIS 2.0: "Why Three?" which has additional information about the topic.

Changes to Wisconsin Long-Term Care: What’s Next?

On March 31st, the Wisconsin Department of Health Services (DHS) submitted their Concept Paper for the Long-Term Care Redesign (Family Care/IRIS 2.0) to the Joint Finance Committee of the state legislature. Soon after, they also  released a summary of the changes made to the Concept Paper based on feedback received from public hearings, testimony, and stakeholder meetings regarding the draft of the Paper.  Joint Finance now must consider the paper and vote to accept the redesign proposed by DHS or reject the proposal for continued changes. Joint Finance cannot alter the plan themselves.

Explore the New Self-Determination Network Website

Welcome to the new Self-Determination Network.  As you probably have noticed, things look a little different.  We switched to a new platform called Jamroom.  We've excited about this as it has a lot of cool featues.  As with any big transition, there is a lot to learn and explore.  We understand there will be bumps and detours along the way, but we’re here to help!  We've setup this page to help you get started.  We encourage you to explore the new site.  We've also started a discussion where you can ask questions and post comments about the new website.  We want to hear what you think!

Changes to Wisconsin Long-Term Care: What’s Next?

On March 2nd, InControl Wisconsin offered a webinar to provide an update on the current and upcoming developments in the state’s transition to a new Long-Term Care system. It showcased the Stakeholders’ Blueprint for Long-Term Care Redesign and covered the main ideas contained in it.  The audio recording of the webinar and the Powerpoint are now available on the InControl Wisconsin website.

Coincidentally, that same day, the Wisconsin Department of Health Services released their concept paper for the redesign of the Long-Term Care System.  We've started a discussion where people can share their thoughts and questions about it.  What questions do you have about the concept paper?  What do you think of the new system they are describing? Join the discussion today!

Changes to Wisconsin Long-Term Care: Whats Next?

On Monday January 4th, the Department of Health Services (DHS) shared publicly its December report on Long Term Care system redesign, as required by the 2015-17 state budget.

DHSs report references an ongoing internal process to redesign the system, the Departments plan to report on its internal work in the Concept Plan (due to Joint Finance April 1st), and states there will be two public hearings in March 2016. It is unclear whether these hearings will be to collect public comment on a draft of the Concept Plan. We will be sure to keep you updated as more details become available.

In the meantime, the Wisconsin Survival Coalition has provided us with some information about the report and suggestions on action steps we can continue to take to voice our opinions.

  • Home Care Worker Protections: This is an interesting article abouthow a new report shows a lack of oversight in the home care workforce could lessen wage and labor gains for workers.
  • Airline Accessibility Complaints: Find out which airline was fined millions of dollars for not accommodating travelers with disabilities properly.
  • ABLE Accounts Open Doors: This is a very informative article about what ABLE accounts are and how theyll work.

2016 Aging Empowerment Conference:
Living a Self-Determined Life

The 2016 Aging Empowerment Conference: Living a Self-Determined Life focuses on exploring ways to advance self-determination as the foundation for providing support while empowering older people to retain control of their lives. This is the 3rd annual conference and is hosted by InControl Wisconsin and other sponsors. The 2016 Conference will be June 7th-8th at the Wilderness Resort in Wisconsin Dells. Presentation proposals are now being accepted.

In December, the Department of Health Services (DHS) must submit its quarterly report to the Joint Finance Committee as required by the budget, and tell how it has engaged with stakeholders on Long-Term Care changes. This is another opportunity to engage with policy-makers and let them know you are watching and concerned about the future of Wisconsins Long-Term Care system.

The Wisconsin Board for Developmental Disabilities has sharedfour action stepsthat you can take in December. Remember, by continuing to let your voice be heard, youre showing policy-makers that you care about the future of Long-Term Care in Wisconsin!
